HE the Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz al-Thani chaired the Cabinet's regular meeting held at its seat at the Amiri Diwan Wednesday. Following the meeting, HE Minister of State for Cabinet Affairs Mohamed bin Abdullah al-Sulaiti issued the following statement: At the outset of the meeting, the Cabinet praised Qatar's victory, for the first time, of the membership in the Council of the International Civil Aviation Organisation (ICAO) in the elections that took place on Tuesday at ICAO's headquarters in Montreal, Canada.
Also, the Cabinet hailed Qatar's victory of the membership of the Board of Governors of the International Atomic Energy Agency (IAEA) during the 66th IAEA General Conference in Vienna.
The Cabinet affirmed that the victory achieved in Montreal and Vienna was the natural result of the confidence of the international community in Qatar under the leadership of His Highness the Amir Sheikh Tamim bin Hamad al-Thani, a reflection of its prestigious position regionally and internationally, and an appreciation of its influential role and active contribution to supporting development and peace throughout the world.
Furthermore, the Cabinet commended the awarding of "Healthy City" status to all municipalities, the "Healthy University" status to Qatar University and the "Healthy Education City" status to Qatar Foundation's Education City, thus, Qatar becomes the first country in the Eastern Mediterranean that all of its municipalities receive the title of 'healthy city'.
The Cabinet stressed that this important achievement is one of the results of the national health strategic projects 2018-2022, and within the efforts made by all sectors of the country to implement the Qatar National Vision 2030. On the 2022 World Teacher's Day celebration, the Cabinet underscored its appreciation and pride in teachers' significant role in consolidating Qatari society values and traditions, instilling the spirit of loyalty and belonging, preparing young people and encouraging them to be creative and innovative, and developing their capabilities as a strong foundation for sustainable development and the knowledge-based economy.
Then, the Cabinet considered the topics on the agenda as follows:
First — Approval of a draft cabinet decision regarding the re-formation of the committee of trustees of the state appreciation and incentive awards.
This committee, established at the Ministry of Culture, is responsible for supervising the affairs of the appreciation and encouragement awards to achieve their objectives, in particular the following:
1- Supervising the implementation of the general policy of the two awards.
2- Announcing the two awards and setting the dates for submitting nominations.
3- Evaluating the intellectual and creative performance of the candidates for the state appreciation award, determining its winners, and announcing the final result.
4- Suggesting the necessary financial appropriations to award the two prizes.
Second — Approval of:
A- A draft decision of the Minister of Commerce and Industry regarding the production of Arabic and local bread and regulating its circulation.
B- A draft decision of the Minister of Commerce and Industry regarding setting the maximum selling prices for subsidised flour and regulating its circulation.
Third — The Cabinet followed up the arrangements and preparations for hosting the FIFA World Cup Qatar 2022, and took the appropriate decision in this regard.
Fourth — The Cabinet reviewed the report of the ministerial committee concerned with looking into the recommendations of the Shura Council, with a proposal to study the promotion of values, principles and ethics in Qatari society, and took the appropriate decision in this regard.
Fifth — Approval of:
1- A draft agreement on economic, commercial and technical co-operation between the government of Qatar and the government of the Czech Republic.
2- A draft agreement on the promotion and protection of mutual investments between the government of Qatar and the government of the Czech Republic.
3- A draft memorandum of understanding for co-operation in the field of scouting activities between the Scout and Guide Association in Qatar and the Pakistan Boy Scouts Association in Pakistan.
4- A draft protocol to amend the agreement establishing the Global Dryland Alliance.
Sixth — The Cabinet reviewed the following topics and took the appropriate decisions:
1- A draft law on medical responsibility.
2- A draft Cabinet decision to form a medical dispute resolution committee and the rules and procedures to be followed before it.
3- The Civil Service and Governmental Development Bureau's proposal to apply the flexible working system to the employees of government agencies.
The proposal comes within the framework of working to increase employee productivity and achieve a balance between the interest of the employee and the employer, taking into account the reduction of traffic congestion resulting from the attendance of all employees at the workplace and leaving it at one specific date for all employees.
4- Results of the 75th session of the World Health Assembly and the 151st session of the Executive Council of the World Health Organisation.
5- Results of participation in the Hannover International Industrial Fair 2022.
