The National Human Rights Committee (NHRC) has appreciated the achievements of Qatar in advancing the protection of workers' rights, stressing that major leaps in this field have been achieved over the past few years through various legislative and executive tools.
Local Arabic daily Arrayah reported that these achievements include Qatar joining various related international agreements and conventions and making active partnerships with regional and international organisations concerned with workers and their rights including the International Labour Organisation (ILO).
In its 17th annual report on the human rights situations in Qatar during 2021, NHRC has expressed its satisfaction on the then Ministry of Labour, Administrative Development and Social Affairs (now the Ministry of Labour), on the implementation of the Ministerial Decision No 17 for 2021 regarding the necessities for protecting workers against heat exhaustion from June 1 to September 15, by banning working in the open sites from 10am until 3.30pm. NHRC stressed that this decision was highly welcomed by several international organisations concerned.
The Committee appreciated the keenness of Qatar on guaranteeing the right of litigation for all the categories of the society subject to the Labour Law no 14 for 2014 and its amendments of its stipulations. Further, the committees for resolving labour disputes were created to settle individual labour related disputes that could result from applying the law and the employment contracts, while making the decisions issued by these committees executable.
Regarding the right to health, NHRC praised the serious measures taken by Qatar to protect the workers' health as Qatar ranked 15 among the best countries that dealt with the Covid-19 pandemic, making it the only Arab country listed by the German Magazine Der Spiegel. The report of NHRC also pointed out that Qatar has been keen to achieve the highest levels of safety and security for its residents.
