The Ministry of Labour (MoL) has announced the launch of new digital, paperless services as part of its plan to transform its services, leveraging modern digital technology solutions.
This initiative is part of the MoL’s efforts to automate its services to achieve operational excellence and enhance end user satisfaction.
“The Ministry of Labour has adopted a new strategy in providing all its services electronically to render quick and paperless services as part of digitisation and to expedite procedures,” the MoL said in a related tweet on Thursday, explaining its digital transformation strategy.
The digital transformation will result in excellence in performance; speedy completion of transactions; facilitation of procedures; better automated decision-making; increased productivity; reduced redundancy and human input.
In a statement, the ministry explained that the package comprises four types of services: requesting for temporary work visas, adding a government contract to the establishment registry, submitting labour recruitment applications for government and semi-government institutions, and submitting labour recruitment applications for Qatar Financial Centre companies.
According to the MoL, the service for requesting temporary work visas for companies and institutions allows any establishment to submit an online application with the ministry to issue temporary work visas for employees to work in Qatar. “It is faster because it reduces human input and contributes to reducing redundancy to a minimum. It is also more transparent and allows the user to get a detailed description, with an increase in productivity,” the ministry said on social media.
The service of adding a government contract to the establishment registry allows the possibility of documenting a contract for companies with the government entity that owns the project. Contract details will also be stored in an organised manner, which will enable the system to make better automated decisions as well as speed up future applications as the process is leveraged through 10 other processes that require contract authentication.
The service of submitting labour recruitment applications for government and semi-government institutions enables the recruitment of workers from outside the country and their employment to work in these entities.
Meanwhile, the service of submitting labour recruitment applications for Qatar Financial Centre companies enables the Qatar Financial Group to
submit a request for approval to recruit private labour for its affiliated companies. Data is used to speed up and improve procedures through the introduction of machine learning techniques, the statement explains.
The service of requesting labour recruitment approvals for government and semi-government institutions allows these specific institutions to apply for employee work visas online via the ministry’s digital platform. Recruitment requests for government agencies will be approved automatically if these meet the automation standards, with the previous six-step approval process now being completed in a single step, thus significantly reducing the time taken to receive approvals.
While some 47 e-services and transactions are currently provided through the MoL website (https://www.mol.gov.qa/), the Digital Transformation Management Unit is working to upgrade, update and provide approximately 80 services and electronic transactions in the coming period. The transactions will be completed without the need to physically visit the ministry’s building or service offices, or submit paper documents, the official Qatar News Agency adds.
The MoL said the unit relies on the ‘Agile’ methodology, which makes it a trailblazing institution in Qatar to adopt this methodology. This gives it the ability to launch new services and updates on a monthly basis, which marks a significant change in the average release period of six to eight weeks.
The ministry confirmed its commitment to launch a comprehensive electronic system for all the services it offers during the coming period, especially for companies that are subject to the provisions of the law. The MoL asserted that it is co-ordinating with the various authorities concerned with developing electronic services offered to the public to ensure the quality of services. (QNA)
