The Ministry of Interior (MoI), represented by the General Directorate of Civil Defence (GDCD), has published the Civil Defence Technical Requirements Guide.
The publication provides the basic fire and life safety requirements for buildings and structures of various capacities while explaining the guidelines in determining the minimum design and construction requirements, firefighting, fire alarm and detection, smoke control provisions.
The guide also details other valuable life safety concerns in the protection of lives and properties while adopting the National Fire Protection Association (NFPA) codes and standards as principal reference for provisions or requirements not specifically addressed in the document.
In the event of any conflict concerning requirements as per the guide and requirements under NFPA, adoption of requirements from other fire and engineering codes and standards should have the prior concurrence of GDCD before its application.

This document is an updated version of the Fire Safety Guidelines and Annex published in 2015 (FSG_2015), and further supersedes and replaces previous guide,” the introduction of the guide reads.
The guide has an annex that explains the minimum fire and life safety requirements for buildings and structures of various capacities prescribed by the GDCD. The annex deals with the requirements for refuge floors, smoke stop and firefighting lobbies, external access to site and building, firelifts and fire access elevators, fire (emergency) command centres, fire pumps and electrical rooms. The annex also includes fire alarm system notes and guidelines and air conditioning ventilation and smoke control.
