The first edition of the online auction of abandoned vehicles will be held on Tuesday through Mzad Qatar App, announced Major General Ali Salman al-Mohannadi, head of the Joint Committee for removing abandoned vehicles.
He told local Arabic daily Arrayah that pictures of 50 vehicles to be featured initially in the sale will be available on Monday on the app. Based on the response of the public, the number of vehicles will be increased in later editions.
To participate at the biding process, the users should first download the app on their smart devices and log in, the official explained. They can click on live Mzad (Auction), and look for the car they want through the sticker number of each car. The payment will be through the bank cards and the user should register the payment information accordingly.
Entering the auction is considered a proof the person has fully reviewed the vehicles on sale and accept them as is, in addition to having acknowledged and accepted all the other terms and conditions. Each bidder should pay the insurance or guarantee sum for each vehicle, which shall not exceed 5% of the value of the final bid, in addition to an administrative fee of QR500 and the price of the car once bought.
Major General al-Mohannadi pointed out that vehicles bought through online auction should be removed by the new owners from the impounding arena within 72 hours of the purchase. If a buyer fails to pay the full price of the vehicle within 48 hours the vehicle will be offered again on sale and the down payment and security deposit confiscated.
The official recalled that back in 2013, the only method to dispose off such vehicles was through bidding, where the winning company would take them. Then the committee opted for diversifying the options. The Ministry of Municipality made contracts with two companies to scrap some abandoned vehicles, and the number increased from 10,000- 12,000 to the current 20,000- 25,000 vehicles annually.
Major General al-Mohannadi said a revenue of around QR70mn has been generated from disposing off abandoned vehicles until now. The committee has recently started to use Metrash2 to notify the owners of abandoned vehicles by messaging them to remove them within the set grace period. The owners of 789 vehicles have been notified in this way, in addition to the usual way of placing a warning sticker on the vehicle. He said that after using this method around 50% of these vehicles were removed by their owners.

Those who want to dispose off their old vehicle should contact the Ministry of Municipality at 184 instead of abandoning it on the roads, said Major General Ali Salman al-Mohannadi, head of the Joint Committee for removing abandoned vehicles.
"While the vehicle will be collected from the owner's location free of charge until the of May this year, thereafter the owner should take it to Al Mashaf yard, the official told local Arabic daily Arrayah.
The owner has to sign a form relinquishing his ownership of the vehicle concerned. On the other hand if a vehicle abandoned on the road is removed by the committee, the owner will have to pay a fine of QR1,500.
"A legal amendment expected soon will raise this fine to QR3,000, tagged to the QID of the owner of the abandoned vehicle," he said.
Abandoned vehicles removed by the authorities can be claimed back by the owners within six months after paying a fine. Beyond six months, the ownership of such vehicles will be legally transferred to the state, he added.
