Dr Mohamed bin Abdulaziz al-Khulaifi, who was appointed Assistant Minister of Foreign Affairs for Regional Affairs by His Highness the Amir Sheikh Tamim bin Hamad al-Thani on Sunday, is an eminent legal luminary who has excelled as an academic, administrator, lawyer, author, arbitrator and legal adviser. He has also been conferred several prestigious awards.
Dr al-Khulaifi worked as Dean of the College of Law and Associate Professor of Commercial Law at Qatar University. He joined the academic staff in 2007, and in 2013, he held the position of a visiting professor at Carnegie Mellon University in Qatar. Dr al-Khulaifi was a member of several academic and professional committees in Qatar, including the Council of Ministers' Standing Legislative Committee.
In 2006, al-Khulaifi got a Law Bachelor degree from Qatar University and a Master’s degree, then a Doctorate in Law from the University of California, Berkeley in 2011. Dr al-Khulaifi has received numerous awards and fellowships, including, but not limited to, His Highness the Amir Sheikh Tamim bin Hamad al-Thani Award for Educational Excellence in 2012; also, the Research Fellowship Award from Georgetown University’s Center for International and Regional Studies in Qatar (2013-2014).
Dr al-Khulaifi focuses his research and practice on commercial law. He has written numerous articles and books on bankruptcy, mergers and acquisitions, commercial law, banking, and arbitration. In parallel with his academic activities, Dr al-Khulaifi has been working as a lawyer since 2011 in the law firm of Abdulaziz Al-Khulaifi, in addition to his work as an independent arbitrator with the Qatar Financial Center Regulatory Authority since 2017. He has also been working as a legal advisor to HE the Deputy Prime Minister and Minister of Foreign Affairs of Qatar since 2018. Recently, Dr al-Khulaifi was appointed as an attorney for the State of Qatar before the International Court of Justice in three cases.
