Qatar praised the efforts of the Special Committee on the Charter of the United Nations and on the Strengthening of the Role of the Organisation, expressing its support for all efforts to revitalise its work and support the UN reform process. It considered the adoption of the Manila Declaration by the United Nations General Assembly (UNGA) as one of the main achievements of the Committee, noting its active role in preparing the Handbook on the Peaceful Settlement of Disputes between States.
This came in the statement made by Second Secretary of the Permanent Mission of Qatar to the UN Ali bin Ahmed al-Mansoori, before the 76th UNGA Sixth (Legal) Committee, on the 'Special Committee on the Charter of the United Nations and on the Strengthening of the Role of the Organisation'. The statement said that the Charter had adequately defined the responsibilities of the UN main organs and balanced the mandates of those organs, especially the General Assembly, as the main deliberative and representative body of the organisation, and the Security Council as the organ charged with maintaining international peace and security.
In its statement, Qatar reiterated the importance of strengthening the role of the General Assembly, through exercising the full powers entrusted to it and stopping any interference or encroachment on its mandate or the mandate of the Economic and Social Council. Proceeding from the policy of Qatar to respect international law, the statement pointed out that Qatar attaches special importance to the settlement of international disputes by peaceful means, as it is at the heart of the UN Charter and among its most important purposes.
The statement explained that Qatar relies in its mediation efforts on the Charter and the confidence of the international community in the Qatari diplomacy role, as it has succeeded in being an acceptable mediator in international and regional crises to achieve regional and international peace, security and stability, expressing the pride of Qatar in its honourable record to alleviate tensions and the settlement of many regional and international disputes.
As part of the mediation efforts based on the Charter, the statement referred to Qatar's work as an honest broker to advance the peace process in Afghanistan, stressing its commitment to continue working with international partners to achieve the aspirations of the Afghan people. It pointed out that Doha has become an effective platform to facilitate the peace and reconciliation process between the Afghan parties.
The statement also noted Qatar's efforts in the wake of the recent developments in Afghanistan, where it hastened to call for an immediate, comprehensive, and permanent ceasefire, and work for a peaceful transfer of power that would pave the way for a comprehensive political settlement that includes all Afghan parties and achieves security, stability, and human rights for all. In its statement, Qatar expressed its support for including the issue of the settlement of disputes by peaceful means on the agenda of the committee, in line with Qatar's policy of co-operation with the international community and its effective and balanced foreign policy.
It also expressed its support for the annual thematic discussions on the peaceful settlement of disputes per Article 33 of the Charter, in a way that contributes to the maintenance of international peace and security. The statement of Qatar noted that targeted sanctions per the Charter constitute an important tool for maintaining international peace and security, saying that sanctions should not be imposed except in the event of a threat to the peace, breach of it, or an act of aggression, and after exhausting the means specified by the Charter and that it is for a specific period and is reviewed periodically, and ended as soon as the desired goals are achieved, and mitigate its humanitarian consequences.
Qatar commended the progress made by the General Secretariat to update the Repertory of Practice of United Nations Organs and Repertory of Practice of the Security Council. In this context, the statement referred to the support provided by Qatar to the Repertory of Practice of United Nations Organs during 2019-2020-2021 with $30,000, and for the Repertory of Practice of the Security Council with $30,000, due to the importance of preserving the UN institutional memory and enabling it to complete this important work.
