HE the Permanent Representative of Qatar to the United Nations Ambassador Sheikha Alya Ahmed bin Saif al-Thani signed the agreement on behalf of Qatar, while the Under Secretary-General for Humanitarian Affairs and Emergency Relief Co-ordinator Mark Lowcock signed the agreement on the UN's behalf.
