HE Minister of Municipality and Environment Engineer Abdullah bin Abdulaziz bin Turki al-Subaie has stated that the Qatar National Day is an opportunity to commemorate the founding of the State of Qatar by Sheikh Jassim bin Mohamed bin Thani, whose actions had a great impact through instilling patriotism in people, and dedication to serving and elevating the country, and working on its development and advancement.
HE the minister said in statements to the Qatar News Agency (QNA) that Qatar has embarked on its journey towards renaissance with steady steps, based on the firm foundations of the state placed by the founder, to implement its plans and development projects in various fields and to improve people's well-being and securing their needs and requirements.
HE al-Subaie highlighted the achievements made by Qatar over the past years under the wise leadership of His Highness the Amir Sheikh Tamim bin Hamad al-Thani, which won the admiration of the world.
HE the minister added that this national occasion reminds us of the great efforts and sacrifices made by Sheikh Jassim to build the state, unify the people of Qatar, deepen national belonging, and emphasise the importance of cohesion and harmony between people.
He said that the Qatari people embodied these virtues in the face of many challenges during recent years, the most prominent of which is the unjust blockade on Qatar.
HE al-Subaie said that all segments of society united behind His Highness the Amir’s wise leadership against the blockade.
HE al-Subaie said that the Ministry of Municipality and Environment made great achievements in various fields despite the challenges imposed by the coronavirus pandemic this year.
In the field of agriculture and fisheries, production increased significantly and the country reached self-sufficiency in some commodities (milk 106% and fresh poultry 124%), in addition to remarkable increases in self-sufficiency ratios for other commodities.
HE al-Subaie said that the ministry continues to move towards achieving the goals and plans to increase local production, which include raising the self-sufficiency rate of vegetables, fodder, red meat and eggs.
HE the Minister stated that in the field of environment, the ministry, represented by the Environmental Affairs Sector, made many achievements, the most important of which are obliging the owners of projects to meet the requirements of environmental protection during the planning, design and construction stages, using the best technologies to contribute to improving air quality, integrating drainage systems for projects in industrial cities and major industrial establishments, applying the zero-discharge policy to protect the marine environment, expanding and developing early warning systems for radioactive pollution in the country, completing the first phase of the project to phase out substance that deplete the ozone layer in accordance with international treaties, linking 20 air quality monitoring stations to the national network, starting the operation of the national network for monitoring sea water quality, preserving plant wildlife by planting more than 3,000 wild trees, and preserving animal wildlife through releasing 9,416 endangered small turtles in the coast.
HE al-Subaie said that in the field of urban planning, the ministry began establishing a smart and sustainable infrastructure that supports the urban and economic development of Qatar through a set of projects and studies, which include the approval of the urban planning draft law, the completion of the housing strategy for projects, the preparation of the national instructions for urban design, the guidance for architecture, architectural facades for the main and commercials streets, in addition to preparing a marketing plan for projects of the Urban Planning Department, which includes preparing 14 promotional videos for urban centres.
HE the minister added that the infrastructure projects and the FIFA World Cup 2022 projects are currently being completed in line with the Qatar National Vision 2030.
Additionally, the launch of a website for assessing and identifying places vulnerable to flooding, and establishing a comprehensive national base for infrastructure data at the state level, were completed.
In the Shared Services Affairs sector of the ministry, HE al-Subaie pointed out that the second phase of the project to establish a database for the real estate sector has been completed, and amendments have been introduced to the electronic system for obtaining building permits, building completion certificates, and service delivery procedures.
Furthermore, the first electronic inspection system was launched in the municipal sector within the project of the unified electronic inspection, the project of digitisation of paper documents, and the development of electronic services.
HE al-Subaie affirmed that the ministry seeks to improve the services provided to residents, in addition to the electronic transformation of services and the development of the monitoring mechanism in municipalities.
The establishment of the Industrial Municipality has been announced to keep pace with urban expansion and increase interest in services provided to investors, he added.
HE the Minister said that in the field of public hygiene, the second phase of the waste sorting programme has been launched and will include banks, financial institutions and malls.
The first phase, which was implemented last year, included public and private schools, kindergarten, health centres and hospitals, he explained, adding that the first phase of privatising cleaning services for some sites has started, and that the second phase of the "Leave it Clean" campaign has been launched.
HE the Minister added that while the coronavirus pandemic has forced the world to make difficult choices and imposed challenges on everyone, the strategic plan drawn by the State of Qatar proved its effectiveness in dealing with the pandemic and limiting its effects with the least possible economic losses.
Although the pandemic has caused disruption in supply chains and raised concerns about food security in many countries, the development in the agricultural sector in the recent years, the numerous initiatives launched by the government to increase local production had a positive impact in enabling the country to enhance its resilience during the current pandemic, he explained.
HE al-Subaie lauded that the wisdom of the leadership during crises and challenges.
