The Ministry of Municipality and Environment (MME) has announced the launch of an expanded campaign to remove infringements on state property in all regions of the country, including land, farms, ranches and housing abuses, starting from November 15, until mid-April 2021.
The campaign comes in implementation of the provisions of Law No (10) of 1987 regarding public and private state property. Therefore no person may own, hold, or seize those lands without the permission of the MME’s State Property Department in accordance with the legal conditions and regulations in this regard. The above-mentioned law prohibits infringement on public and private state property, and in the event of any infringement, the competent municipality, in co-ordination with the security authorities, may remove the violation.
The authorities concerned at the MME will place warning stickers on the buildings and homes that are in violation of the law, and upon the expiration of the specified period, the competent authorities will remove the violations that the owners have failed to do.
The violators will be then referred to the security services and the legal procedures will be applied against them for violating the provisions of the state public and private property law.
Law No (32) of 1995 regarding the prevention of damage to the natural vegetation punishes anyone who undertakes agricultural work, exploits renewable natural wealth and its lands, or establishes permanent constructions in such areas, without obtaining a license from the MME to do so.
According to Law No (8) of 2014 amending some provisions of Law No (4) of 1985 regarding the organisation of buildings, carrying out any construction work or their partitions and the like without a license is in violation of the above-mentioned law.
In addition to implementing the provisions of the private law regarding public and private state property and other relevant laws, the campaign to remove infringements aims to preserve the Qatari environment, by taking action against those who illegally exploit for personal gains natural lands belonging to the state and thereby harming the environment.
Mansour Abdullah al-Mahmoud, assistant undersecretary for Municipal Affairs at the MME, emphasised that the campaign to remove infringements on state property is not the first of its kind. This time it will be more comprehensive and broader, and aims to remove all violations against state property in various regions of the country and to deter violators through the strict implementation of the law.
He explained that the campaign will cover all infringements and there will be no exceptions, as many violators cause harm to the environment through their encroachment on public property. “Whether on land or on beaches or farms, we therefore advise all violators to quickly remove these infringements from the date of the warning notice before the competent authorities remove these violations and refer the violators to the security authorities in accordance with the law,” the official added.
