The Committee for the Regulation of Ownership and Use of Non-Qatari Property has launched a webpage for non-Qatari ownership and usufruct of real estate on the website of the Ministry of Justice.

The launch of this webpage has come within the framework of introducing the provisions of Cabinet Resolution No. 28 of 2020, determining the areas in which non-Qataris may own and benefit from real estate, and the terms, conditions, benefits and procedures for their ownership and use, and to communicate with the public and respond to their inquiries, as well as to define the areas in which ownership and use are permitted, as well as the relevant laws and decisions.

The page also reviews the privileges granted in the event of ownership or usufruct of these areas, and a list of the most common questions that may be subject to inquiries of those wishing to own or benefit from inside and outside the country, in addition to some links of interest to the page visitors.

Assistant Under-Secretary at the Ministry of Justice for Real Estate Registration and Documentation and Head of Committee for the Regulation of Ownership and Use of Non-Qatari Property Saeed Abdullah al-Suwaidi, said that the launch of the page comes within the framework of the procedures accompanying the implementation of the Cabinet Resolution No. 28 of 2020, determining the areas in which non-Qataris may own and benefit from real estate, and provide an official electronic window to deal with applicants for those real estate or usufruct them, and to facilitate their access to data, information and forms required in the event of applying for ownership or use of real estate in the state.

He explained that the page includes complete data related to the areas covered by the ownership and usufruct decision, which are divided into freehold areas and usufruct areas, according to the Cabinet decision.

The page also includes the privileges granted to owners and users of real estate in areas where ownership or use is permitted, and the categories of these privileges.

Al-Suwaidi said that, in order to clarify all matters related to real estate ownership or use in Qatar, a list of frequently asked questions in this field has been prepared, and put in a link that provides all legal answers to the questions.

The page provides a free consultation service by answering questions and inquiries that are received through the available communication means, he added.

Al-Suwaidi also pointed out that these procedures come within the framework of the facilities provided by the Committee for the Regulation of Ownership and Use of Non-Qatari Property, which include simplifying the procedures for ownership or usufruct, and granting residency to real estate owners through a single window provided by the office of non-Qatari ownership and use of real estate in the Lusail and The Pearl areas.

The ministries of interior and justice also worked on implementing a new system that allows non-Qataris to obtain their residency as soon as they complete the purchase, he added.

The official in this regard, noted that requests for real estate ownership, usufruct, or dispositions received are submitted to the Real Estate Registration Department at the Ministry of Justice, which will undertake the registration procedures in accordance with the provisions stipulated in the law.

Al-Suwaidi praised the support provided by the authorities concerned in the procedures for the ownership and use of real estate by non-Qataris, especially the Ministry of Interior, the Ministry of Justice, the Ministry of Municipality and Environment, and other bodies that contributed to this effort.
