The Cabinet yesterday approved a draft decision to establish a technical committee regarding the classification and evaluation of contractors, suppliers and service providers, Qatar News Agency reported.
This came at the Cabinet’s regular meeting at the Amiri Diwan, which was chaired by HE the Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz al-Thani.
Following the meeting, HE the Minister of Justice and Acting Minister of State for Cabinet Affairs Dr Issa Saad al-Jafali al-Nuaimi issued a statement on the details of the proceedings.
The above-mentioned technical committee is concerned with providing technical advisory opinion on the classification and evaluation of the performance of contractors, suppliers and service providers stipulated in the tenders and auctions law and its implementing regulations, particularly expressing opinion in the following matters:
1- Proposing rules, standards, and determinations for classifying and evaluating the performance of contractors, suppliers and service providers in all specialties.
2- Requesting classification, reclassification, classification amendment, and determination of the class for each company.
3- Adding new specialisations to the existing specialisations in the classification system.
4- Creating forms for classification and reclassification for contractors, suppliers and service providers.
5- Complaints lodged against rating applications, and corporate performance evaluation.
The committee submits its recommendations to the department concerned with regulating government procurement at the Ministry of Finance.
The Cabinet also gave its approval to join the following:
1- The framework agreement to establish the International Solar Alliance (ISA).
2- A new working group in the field of renewable energy within the Standing Committee for Economic and Commercial Co-operation of the Organisation of the Islamic Co-operation (COMCEC).
3- The Arab Renewable Energy Commission.
Further, the Cabinet gave its nod to a draft protocol amending the agreement between the governments of the State of Qatar and the government of Guernsey regarding the avoidance of double taxation and the prevention of financial evasion with regard to taxes on income.
It took the necessary measures to ratify a memorandum of understanding (MoU) between the government of Qatar represented by the Ministry of Culture and Sports and the government of the Sultanate of Oman represented by the Ministry of Heritage and Culture in the field of culture.
The Cabinet reviewed the two following issues and took the appropriate decision in their regard:
1- A letter of HE the Minister of Commerce and Industry regarding the financial statements of the Qatar Financial Centre Authority for the year 2019.
2- The results of the 22nd meeting of the ministers responsible for environmental affairs in the countries of the Co-operation Council for the Arab States of the Gulf (GCC), which was held on Sept. 8 of 2020 via videoconferencing.
