The second high-level meeting of the Global Judicial Integrity Network, which was hosted by the Supreme Judiciary Council, concluded Wednesday evening, issuing a global document called "Doha Declaration of Judicial Integrity".
The Doha Declaration of Judicial Integrity represents a global reference document that complements the journey of the Bangalore Principles for Judicial Conduct 2003 and enriches it with new indicative components that are the first of the kind in the process of finding a unified international perspective related to the right to a fair and equitable trial within the framework of a clear and dominant role of law in a professional and independent institutional judiciary.
The Doha Declaration focused on enhancing judicial integrity and calling for global partnerships in this field, while stressing the importance of training, research and studies programs that would enhance the work of judges so that the Network is the common link that leads initiatives to advance the principles of judicial integrity.
In speech at the closing session, HE the President of the Supreme Judiciary Council and President of the Court of Cassation Dr Hassan Lahdan Saqr al-Mohannadi praised the outcomes of the meeting and the discussions held over two days with the participation of an elite of judges and legal experts from various countries around the world.
HE noted that Doha meeting offered an opportunity to complete the foundation building of the Global Judicial Integrity Network, which is the first initiative of its kind in the history of international judicial work.
He added that the meeting also represented an opportunity to exchange experiences and expertise and review the developments in the field of judicial integrity and judicial work, especially with the participation of a large number of heads of courts and judicial bodies and institutions around the world, which gave the meeting great momentum and resulted in important results.
He pointed to the declaration of intent signed between Qatar and the United Nations to establish a Doha-based UN centre for research and training related to judicial integrity, noting that the center will work to benefit all judges and provide a real addition in various areas of the judiciary.
He added that the Supreme Judiciary Council signed a number of bilateral agreements between Arab and international judicial bodies and institutions with the aim of exchanging experiences and expertise in all fields related to the judicial work.
For his part, Representative of the UN Office on Drugs and Crime and Project Director of the Global Network for Judicial Integrity Marco Acehera praised the Supreme Judiciary Council for hosting the second high-level meeting of the Global Judicial Integrity Network and the support provided by Qatar to the Network, which was one of the outputs of the "Doha Declaration" issued by the 13th United Nations Congress on Crime Prevention and Criminal Justice, hosted by Qatar in 2015.
Addressing the closing session, Acehera said that Doha meeting was another new station to move forward towards strengthening the work of the Network, as the recommendations issued by the Doha Declaration will be taken into account in developing the work and advancing the activities and programmes of the global network in a way that benefits all stakeholders in the issue of judicial integrity.
He noted that judicial integrity is a complex issue that needs combined efforts and capabilities.
These efforts should be multiple through real partnerships, and the second meeting in Doha presented an appropriate opportunity to establish real partnerships in this regard.
He stressed the importance of promoting the new partnerships built during Doha meeting, in addition to contributing to scientific and knowledge programs that enhance the role of the Network at the international level.
