*A permanent committee for punitive and correctional institutions to be established at the Ministry of Interior

HE the Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz al-Thani has directed the ministers to present the strategic plans of their respective ministries, their programmes and executive projects, to the Council of Ministers within three months.

The details to be furnished include the timetable as well as criteria and indicators for measuring the progress of performance, in line with Qatar National Vision 2030.

This came during the Cabinet's regular meeting on Wednesday, the official Qatar News Agency (QNA) reported.

After HE the Prime Minister and Minister of Interior chaired the Cabinet meeting at the Amiri Diwan, HE the Minister of Justice and Acting Minister of State for Cabinet Affairs Dr Issa bin Saad al-Jafali al-Nuaimi issued a statement giving details of the meeting.

The Cabinet approved its draft decision to form the permanent committee for punitive and correctional institutions and define its terms of reference.

The Ministry of Interior has prepared a draft resolution in the framework of the provisions of Law No. 3 of 2009 regulating punitive and correctional institutions, which requires that a permanent committee for punitive and correctional institutions be established at the ministry.

The committee is "specialised in setting the general policy for the development of these institutions, their methods of rehabilitation and reform, and recommending subsequent care for the released". Upon the proposal of HE the Minister, the formation of the committee and determination of its terms of reference shall be issued by the Cabinet.

Meanwhile, the Cabinet approved its draft decision on the executive regulations of Law No. 1 for 2020 regarding the unified economic registry.

The draft included provisions related to the "establishment of a secure information system to link with the competent authorities, granting of a unified economic number to anyone authorised or registered by any competent authority, restricting the competent authorities to the basic information related to who is authorised or registered with it, specifying forms for licensing, registration, amendment or renewal applications, and identifying the real beneficiaries of legal persons, economic establishments and non-profit organisations," according to the QNA report.

These are in addition to "monitoring the compliance of the addressees with the law and its obligations prescribed under its provisions, the mechanism for submitting the request to extract a copy of the record of the unified economic registry, and notify those who were subject to measures or penalties against them and the grievance mechanism".

The Cabinet also reviewed the views of the Ministry of Education and Higher Education on the recommendations of the Shura Council regarding education in Qatar and took the appropriate decision.

Further, the Cabinet approved HE the Prime Minister's draft decision to amend some provisions of Decision No. 30 of 2019 to nominate a president, vice-president and members of the National Committee for Anti-Money Laundering and Anti-Terrorist Financing.

The Cabinet took the necessary measures to ratify an agreement for co-operation in the fields of physical and sports activities between the governments of Qatar and Mali.

It also gave its nod to the following: a draft air services agreement between the governments of Qatar and Saint Lucia; a draft memorandum of understanding (MoU) between the governments of Qatar and Malaysia for co-operation in culture, arts and heritage; and a draft MoU for co-operation in the field of culture between the governments of Qatar and Belize.

The Cabinet reviewed the report of HE the Minister of Administrative Development, Labour and Social Affairs on the results of the first session of the Ministerial Conference on Social Development in the Member States of the Organisation of Islamic Co-operation, and took the appropriate decision.
