The Public Works Authority (Ashghal) plans to develop a truck and heavy equipment parking facility in the Doha Industrial Area through a public-private partnership (PPP).
In a recently published notification, Ashghal said it is planning a Design, Build, Finance, Operate, Maintain and Transfer (DBFOMT) tender for the project.
"The project is part of the Ministry of Municipality and Environment (MME) Permanent Committee for Industrial Area Affairs' strategy to reduce cases of illegal truck and heavy equipment parking, through the implementation of new, controlled and regulated parking facilities," the notification read.
According to the scope of the project, a truck and heavy equipment parking complex will be constructed in Abu Nakhla to provide approximately 4,000 parking bays for such vehicles along with related facilities.
The facilities should include the appropriate parking technology to support Qatar National Vision 2030 and integrate with other strategies and initiatives. The developer will be permitted to include complementary commercial and service facilities on the site to support additional revenue generation.


The project will also comprise labour and truck drivers' accommodation, office support facilities, warehousing, commercial units, a mosque, sanitary stations, workshops, servicing facilities and others such as security and lighting.
An area of approximately 1.1mn sqm has been secured by the MME for the purpose. The land will be leased to the winning bidder at a nominal rental rate and all infrastructure, including roads, drainage, water and electricity, shall be provided by Ashghal.
The proposed facilities are expected to be operational by the end of 2021.
Ashghal said it is looking for a suitably qualified private sector developer/operator with international and/or regional experience in developing and managing similar truck parking facilities to partner with for this project.
The developer will be fully responsible for the 'design, build, finance, operate and maintain' aspects of the facilities for a period of 25 years.
Government support will include provision of infrastructure (roads, drainage, water and electricity) to the site boundary.
A 'Bidder Day' will be held during the Request for Qualification (RFQ) phase on November 26 to provide further information and answer queries from the interested parties. The timings are from 10am to noon, and the event will take place on Tower 3, 24th floor, Ashghal building.
Ashghal has published the RFQ document on its website, www.ashghal.gov.qa. The deadline for submitting the Statement of Qualification is December 23, 1pm.
