HE the Attorney-General of Qatar, and the Chairman of the Board of Trustees of the Rule of Law and Anti-Corruption Centre (ROLACC) Ali bin Fetais al-Marri has affirmed Qatar’s support to all international efforts aimed at maintaining peace, imposing the rule of law and fighting corruption, especially in areas of conflict and unrest.
Addressing the opening session of a workshop organised by ROLACC in co-operation with the United Nations and attended by heads of peacekeeping missions around the world, yesterday in Doha HE al-Marri stressed that Qatar has been supporting UN institutions and other international organisations in the field of peace and is proactive and always ready to provide all forms of support and assistance to promote international peace and security worldwide.
He said that this two-day workshop is hosted by ROLACC as part of its regional and international role in training cadres around the world on the principles of the rule of law and fighting corruption, in close co-operation with the United Nations and its various institutions and offices.
He al-Marri praised the support received by ROLACC from Qatar at the directives of His Highness the Amir Sheikh Tamim bin Hamad al-Thani and his vision of supporting the centre’s work.
The attorney-general stressed the importance of this workshop, which is gathering the heads of UN peace missions around the world, based on the fact that the concept of the extension of international peace and security is closely linked to the rule of law and the fight against corruption, as the spread of corruption, impunity and lack of law enforcement all contribute to fuelling conflicts.
He said that from this perspective, the United Nations focuses on the fact that the training of peacekeepers and their understanding of the principles of the rule of law and the fight against corruption contribute effectively to the performance of their tasks in the hot spots in which they work.
HE al-Marri noted that ROLACC is one of the organisations of the United Nations in this area and plays a vital role in training programmes.
He stressed that the tasks carried out by the peacekeeping forces of the United Nations in various regions of the world cannot take place in the absence of the rule of law and the spread of corruption.
He pointed out that the real spark that ignites the armed conflicts in many countries is due to widespread corruption and lack of justice.
HE al-Marri revealed that the workshop is the first of its kind with the UN peacekeeping forces and will be followed by other seminars in addition to hosting the annual meeting of these forces in Doha.
The workshop focuses on the challenges of combining technical and political engagement on anti-corruption efforts, discussing opportunities for policy development, mentoring, training and other processes to strengthen partnerships within and outside the UN system, support anti-corruption measures in rule of law institutions, and investigate corruption.
The United Nations Assistant Secretary-General (ASG) for Rule of Law and Security Institutions Alexander Zouev, hailed ROLACC for hosting this important workshop, based on the support provided by Qatar in the field of international peace and security.
Zouev said that Qatar has many initiatives, efforts and mediation in the field of peacekeeping.
He pointed out that the support provided by Qatar through ROLACC contributes significantly to building the capacities that work in this field.
The Director of the UN Office on Drugs and Crime (UNODC) Anti-Corruption Bureau  Brigitte Strobel-Shaw, said that all efforts to combat corruption, the rule of law and the administration of justice contribute significantly to peacekeeping operations.
She added that the training workshop, which brings together experts and peacekeepers in the world, allows for a better discussion and understanding of the relationship of anti-corruption with peacekeeping and knowledge of the challenges that hinder the establishment of security, especially in conflict areas.
