Qatar participated in the Global Policy Dialogue on Climate Governance, held in Seoul, South Korea, on the occasion of the Global Green Growth Week organised by the Global Green Growth Institute.

Director of Policy and Planning Department at the Ministry of Foreign Affairs, Dr Khalid Fahad al-Khater, represented Qatar.

In a speech delivered during the opening session, Dr al-Khater reviewed the role of Qatar in addressing climate change, and reviewed the outcomes of the Climate Change Conference held in 2012, which resulted in the Doha Climate Gateway, which paved the way for Paris Conference, and bridged the gap between developing and developed countries by reaching a consensus on the issues that were pending at the three conferences preceding the Doha Conference.

He noted that His Highness the Amir Sheikh Tamim bin Hamad al-Thani, announced Qatar's contribution of $100mn to support small developing island states and the least developed states suffering from climate problems during the United Nations Climate Action Summit in September 2019.

Dr al-Khater said that despite the challenges faced by Qatar since the imposition of illegal air and land blockade from the three neighbouring countries in the GCC since June 2017, Qatar has not retreated from its international commitments, adding that Qatar continues to emphasise the importance of responsible global partnerships to build a better future for the region and the world.

He praised the advanced position of South Korea on sustainable development and the co-operation between Qatar and Korea in this field.

Dr al-Khater noted that the inaugural Ministerial Conference of COP18 was held in Korea, as well as the establishment of the Global Green Growth Institute in 2012

He explained that Qatar is a founding member of the Institute, as well as that Doha Conference approved the location of the Korea Green Growth Trust Fund.

He also noted Qatar's support for the Global Policy Dialogue Programme organised by the Stimson Centre on the Global Government Project in the context of the Albright-Gambari Commission Report, and the recommendations on global challenges including justice, security and sustainable development.

The Global Policy Dialogue on Climate Governance was attended by former UN Secretary-General Ban Ki-moon, President of the Global Green Growth Institute, and President of the Stimson Centre Brian Finlay.
