HE the Prime Minister Sheikh Abdullah bin Nasser bin Khalifa al-Thani chaired the Cabinet regular meeting at the Amiri Diwan yesterday.
Following the meeting, HE the Minister of Justice and Acting Minister of State for Cabinet Affairs Dr Issa Saad al-Jafali al-Nuaimi stated that the Cabinet reviewed topics on its agenda as follows:
It approved a draft law regulating the security of marine
waters of Qatar.
The Ministry of Interior has prepared the draft law in line with its responsibility to secure the country’s water borders and codify the measures to be taken to protect the country from any acts harmful to national security that may occur in or through these borders.
It also gave approval to the draft decision of the Council of Ministers on the formation of the Financial Sanctions Committee of the Communications Regulatory Authority.
The Article 4 of the Telecommunications Law promulgated by Decree-Law No. 24 of 2006, and amended by Law No. 17 of 2017, stipulates that the committee shall be responsible for imposing one or more of the financial sanctions that are set out in Schedule 1 herein on any licensee in the event of a violation of the provisions of this Law and its Executive Regulation and the decisions and licences issued in the implementation of this Law. Such imposition shall be in crimes and penalties other than those provided for in Chapter 16 of this Law.
The Cabinet approved the draft decision of the Minister of Municipality and Environment to amend some provisions of the decision No. 351 of 2018 on organising the sale of standard specifications, technical regulations, publications and related bulletins.
The Cabinet reviewed the Shura Council’s recommendation on the terrestrial and marine environment and decided to refer the recommendation to the competent authority for its views in this regard.
It also gave approval to:
l Draft bilateral air services agreement between Qatar and Brazil.
l Draft agreement on cultural and technical co-operation
between Qatar and Nicaragua.
l Draft agreement on co-operation in the field of education between Qatar and Paraguay.
The Cabinet took the necessary procedures to ratify an agreement between the governments of Qatar and Croatia on exempting visa requirements for holders of diplomatic and
special passports.
The Cabinet also took the necessary procedures to ratify a co-operation agreement in the cultural field between Qatar and Croatia.
The Cabinet took the necessary procedures to ratify joint news co-operation and transfer between Qatar News Agency (QNA) and Croatian News
Agency (HINA).
The Cabinet took necessary procedures to ratify a memorandum of understanding (MoU) to co-operate in the sports field between the Ministry of Culture and Sports in Qatar and Croatia’s Central State Office for Sport.
The Cabinet took necessary procedures to ratify an MoU to co-operate in the field of education, higher education and sciences between the Ministry of Education and Higher Education in Qatar and the Ministry of Science and Education in Croatia.
The Cabinet took necessary procedures to ratify an MoU to co-operate in the agriculture field between the Ministry of Municipality and Environment in Qatar and Ministry of Agriculture in Croatia.
The Cabinet also reviewed and took the appropriate decisions on the draft law on the use and protection of the Red Crescent emblem and the visuals of some authorities in this regard.
The Cabinet also reviewed and took the appropriate decisions on the ninth annual report of the work of the Qatar Committee for the Alliance of Civilisations.
The Cabinet also reviewed and took the appropriate decisions on sixth annual report of the National Committee on International
Humanitarian Law.
The Cabinet also reviewed and took the appropriate decisions on outcome of the 108th Session of the International Labor Conference held in Geneva in
June 2019.
The Cabinet listened to the presentation of the Minister of Finance on the results of the ministerial group for co-ordination and follow-up of major projects (of strategic
importance).
During the presentation, he said that various specialised entities in the State completed many of the highways and other projects which have mostly been completed such as those relating to the 2022 World Cup, metro networks, and infrastructure including the development of existing and new citizens’ land infrastructure and projects in the health and education sectors.
He also touched on the strategic vision and future plans for projects, adding that the Ministry of Finance, in co-operation with Public Works Authority (Ashghal) is working on implementing a strategic plan by linking the targeted performance indicators with approvals for new projects. This criterion will be among the main factors in determining the expenditure paths and linking them to the State economic plan. (QNA)
