A memorandum of understanding (MoU) between Qatar, represented by the Advisory Council and the Latin American and Caribbean Parliament, was signed at the headquarters of the Latin American and Caribbean Parliament, in Panama, in light of which Qatar has become an observer member of the Latin American and Caribbean Parliament.
The MoU was signed for the Qatari sided by HE the Speaker of the Advisory Council, Ahmed bin Abdullah bin Zaid al-Mahmoud, and the Latin American and Caribbean Parliament's President Elias Castillo.
The two sides also agreed to strengthen parliamentary co-operation and political exchanges to boost the bonds of friendship between Qatar and Latin American and Caribbean countries and to contribute to overcoming the blockade imposed on Qatar as well as to achieve peace among peoples and to strengthen parliamentary channels of communication between the two parties and to exchange parliamentary knowledge and expertise in legislative, supervisory and administrative areas, and enrich common points of convergence and work for peace in the world.
This came at a meeting between the two sides during which the parliamentary relations between the Advisory Council and the parliaments of Latin America and the Caribbean countries were reviewed and ways of enahncing them. 
The meeting also reviewed the issues on the agenda of the 35th General Assembly of the Latin American and Caribbean Parliament.
The meeting was attended by Chairman of the Qatari Friendship Committee with Latin American and Caribbean Countries, Khalid bin Abdullah al-Buainain, and a number of members of the Qatar Friendship Group with Latin American and Caribbean Countries and Qatar's ambassador to Panama Saad bin Mubarak al-Jafali al-Nuaimi.
