The Standing Committee for the Follow-up of the Implementation of National Development Strategies, headed by HE Minister of Justice and Acting Minister of State for Cabinet Affairs, Dr Issa Saad al-Jafali al-Nuaimi, on Tuesday held a meeting with the directors of planning and quality departments in ministries and government agencies.

At the outset of the meeting, the minister presented the objectives of the Committee, explaining that it seeks to follow up the implementation of strategies in Qatar in a comprehensive and integrated manner; consolidate efforts and follow-up mechanisms; emphasise the importance of developing annual strategic plans and the implementation of five-year plans for all government agencies.

He stressed that these plans should cover all the projects emanating from the Second National Development Strategy 2018-2022; programmes and projects emanating from the Supreme Directives included in the speeches of His Highness the Amir Sheikh Tamim bin Hamad al-Thani; projects emanating from the ministries or projects proposed by relevant national and standing committees.

HE Dr al-Nuaimi said that the committee was formed at the directions of HE Prime Minister and Minister of interior Sheikh Abdullah bin Nasser bin Khalifa al-Thani, with the aim of achieving the objectives of the Qatar National Vision 2030; co-ordinating efforts among the various government agencies in the country; adopting strategic plans and operational programmes for these time-bound plans and developing programmes and indicators to measure the performance and delivery rates of these programmes and projects within the specified time frame.

He explained that the Standing Committee will work in an integrated manner with the Development Planning and Statistics Authority within a joint working group, pointing out that the follow-up will be through the Planning and Statistics Authority, where the areas of work of the joint team will include the performance of the government.

He also stressed the importance of participation and interaction of managers of planning and quality with the team while establishing the required data.

The minister pointed out that all new initiatives or projects to be presented to the Council of Ministers by any government body will require prior review by the Development Planning and Statistics Authority to ensure their compatibility with national directions and then be included in the approved executive plan for that authority after being approved by the Cabinet.

He explained that under this plan of action, a full planning governance will be established under the umbrella of the Standing Committee, represented by one central focal point and that is the joint technical group.

During the meeting, directors of planning and quality in the ministries and government agencies were informed about the importance of developing solid, time bound, and coordinated performance measures, and of close coordination for realising common objectives.

Meanwhile, HE the Chairman of the Planning and Statistics Authority Dr Saleh bin Mohamed al-Nabit, member of the Standing Committee, stressed the importance of data collection and the co-operation of the various government agencies with the working team, pointing out that the team will cover all government projects.
