The Cabinet has taken the necessary measures to issue a draft law on the reconciliation of offences stipulated in laws related to municipalities and the environment.
The move came after the Cabinet reviewed the recommendations of the Advisory Council on the draft law, the official Qatar News Agency (QNA) reported.
The draft law was prepared to replace Law No 17 of 2005 on the reconciliation of offences stipulated in municipal laws.
Under the provisions of the draft law, municipalities and competent departments at the Ministry of Municipality and Environment may, within their jurisdiction, shall "settle offences stipulated in the laws related to municipalities and the environment prior to initiating criminal proceedings, or during their consideration and before final dismissal, if the offence is punished with a fine, or with imprisonment and a fine in the event the choice is allowed to be made between them", according to QNA.
It is not permissible to settle offences punishable by imprisonment. "The settlement has the effect that it is not permissible to initiate or close a criminal case, as the case may be," the report adds.
The settlement shall be for offences provided for in the said laws in exchange for the payment of a quarter of the maximum amount of fine due for the offence within 15 days from the date of recording the violation.
Settlement after the set period shall be in return for payment of half the maximum amount of the fine determined.
The Cabinet's regular meeting was chaired by HE the Prime Minister Sheikh Abdullah bin Nasser bin Khalifa al-Thani at the Amiri Diwan Wednesday. After the meeting HE the Minister of Justice and Acting Minister of State for Cabinet Affairs Dr Issa bin Saad al-Jafali al-Nuaimi gave details of the day's proceedings.
