The regular meeting of the Cabinet, chaired by HE the Prime Minister Sheikh Abdullah bin Nasser bin Khalifa al-Thani, on Wednesday approved a draft law on the treatment and recycling of waste.

Giving details after the meeting, which was held at the Amiri Diwan, HE the Minister of Justice and Acting Minister of State for Cabinet Affairs, Dr Issa bin Saad al-Jafali al-Nuaimi said the Ministry of Municipality and Environment has prepared the draft law to keep abreast with the international environmental requirements and standards and to optimise the use of waste.

The draft law includes provisions concerning the types of waste and materials that may be recycled, the controls on their circulation, management, processing, recycling or disposal at home or abroad, as well as the cases of revocation or suspension of the licence, the stages of waste treatment and regulation and the conditions that must be met at waste treatment sites and facilities.

The Cabinet also approved the following:

1- Draft resolution of the Minister of Municipality and Environment on the recycling and processing of used tyres.

2- Draft resolution of the Minister of Municipality and Environment on the recycling and treatment of electrical and electronic waste.

3- Draft resolution of the Minister of Municipality and Environment on the recycling of liquid packaging.

4- Draft resolution of the Minister of Municipality and Environment on the system of treatment and recycling of medical waste.

5- Draft resolution of the Minister of Municipality and Environment on the controls of the use of plastic bags.

6- Draft resolution of the Minister of Municipality and Environment on the storage and transport of solid waste.

7- Draft resolution of the Minister of Municipality and Environment on the environmental monitoring system for the water quality of the marine environment.

8. Draft resolution of the Minister of Municipality and Environment on the regulations for the transfer, treatment and recycling of worn or damaged batteries.

The Ministry of Municipality and Environment prepared the draft resolutions in preparation for their issuance, in implementation of the provisions of Law No 18 of 2017 on the Public Hygiene, and the Environmental Protection Law promulgated by Decree No 30 of 2002, in the context of preserving the environment and providing a clean environment.

The Cabinet also took the necessary procedures for the issuance of a draft law amending some provisions of Law No 7 of 2007 regarding the adjudication of administrative disputes, after the Cabinet reviewed the recommendation of the Advisory Council on the draft law.

A draft resolution of the Council of Ministers appointing the administrative units comprising the General Tax Authority and determine its terms of reference was also approved.

The Cabinet also approved a draft memorandum of understanding for co-operation in the field of sport between the governments of Qatar and Haiti, and a draft memorandum of understanding for co-operation in the field of exchanging financial investigations between the Financial Information Unit of Qatar and the Financial Intelligence Unit of Bangladesh.
