The Advisory Council, at its regular weekly meeting held Monday under the chairmanship of HE the Speaker Ahmed bin Abdullah bin Zaid al-Mahmoud, discussed a draft law on setting up a DNA database in the country.
Under the draft law, a DNA database shall be established at the Ministry of Interior. It shall be attached to the competent authority at the ministry.
The database shall be used to store genetic information obtained from DNA samples as per the law. The genetic information shall be stored for 30 years and shall be removed after the expiry of this period.
Data stored in the DNA database shall be confidential and cannot be viewed without the permission of the Minister of Interior, the Public Prosecutor or a competent court.
The use of biological samples taken for purposes other than those provided for in the draft law, which specifies the penalties to be applied to those who violate it, is prohibited.
The Council decided to refer the draft law to the Internal and External Affairs Committee for further study and a report.
The Advisory Council also discussed its draft budget for fiscal year 2019 at yesterday's meeting.
On the occasion, HE Ahmed bin Abdullah bin Zaid al-Mahmoud briefed the Council on his meeting last Wednesday with German Bundestag member and spokesperson of the Social Democratic Party of Germany's Parliamentary Group, Nils Schmid, and his accompanying delegation, during which they discussed bilateral relations between Qatar and Germany and ways of supporting and developing them in the parliamentary field.
The German Bundestag member praised the great progress made by Qatar in various fields and its distinguished role in the regional and international arenas, as well as its efforts for peace and stability in the region and the world.
He also expressed pleasure that Doha will host the next session of the General Assembly of the Inter-Parliamentary Union (IPU).
Meanwhile, the Financial and Economic Affairs Committee of the Advisory Council held a meeting yesterday within the 47th regular session of the council, under its Rapporteur Ali bin Abdullatif al-Misnad.
The committee reviewed a draft law determining customs duty on certain types of iron similar to those produced by Qatar Steel Company. It also reviewed a request for general discussion on the achievement of the National Plan for Food Security.
The committee decided to complete its deliberation, on both topics, at its next meeting.
