The Ministry of Municipality and Environment's (MME) Information Systems Department has announced the launch of online registration and authentication of real-estate rental contracts through its website www.mme.gov.qa.
Hamdah Adbulaziz al-Maadeed, director of the Information Systems Department, stressed that the launch of this e-service is part of the MME's continuous efforts to develop and upgrade its services and make them easily accessible for the public while being accomplished in record time at a high quality.
She pointed out that the demand for the registration of real-estate rental contracts has always been high and the relevant procedures required the applicant to visit the registration office at the municipalities concerned with the needed documents. Now, the process has been simplified with the launch of the first version of the online registration service, which targets the contracts related to one unit only, wheres the second version would cover all types of real-estate rental contracts.
The official also pointed out that the new online registration service has a number of other advantages. These include printing the authentication and registration certificate of the rental contracts by the two parties of the agreement; instant follow-up of the application; online payment; and following up the status of the application through a smartphone application.
To apply for this service, the applicant should submit a copy each of the rental contract in Arabic, the authorisation to register the contract, the main rental contract in case of sub-leasing, water and electricity number, and fill in the information of the ownership document. According to law no 19 for 2017 amending some provisions of law no 4 for 2008 regarding property leasing, the lessor shall register the rental contract at the real-estate registration office concerned within two months of making the contract. Failure to do so shall result in a maximum fine of QR10,000. 
The real-estate registration office shall collect a fee for each registration application amounting to 0.5% of the total annual rental value of the unit, whether residential, commercial, or any other as indicated in the building permit. 
The minimum fees to be charged for the registration process is QR250 and the maximum QR2,500. This procedure is mandatory for all the service providing entities in the country, as they would not supply their services to the rented units unless there is a registered rental contract.
