The Cabinet’s regular meeting, chaired by HE the Prime Minister Sheikh Abdullah bin Nasser bin Khalifa al-Thani yesterday, praised the outcome of the working visit paid by His Highness the Amir Sheikh Tamim bin Hamad al-Thani to Malaysia from December 5 to 7.
Following the meeting, HE the Minister of Justice and Acting Minister of State for Cabinet Affairs Dr Issa Saad al-Jafali al-Nuaimi said that the Cabinet considers the Amir’s visit to Malaysia as having special importance for the ties between the two countries, which are based on the credibility and effectiveness of their policies and their positive role towards the issues of development and peace.
The Cabinet affirmed that the talks between the Amir and Prime Minister of Malaysia Dr Mahathir Mohamed would open new prospects in the relations between the two countries and enhance co-operation in various fields for the benefit of their citizens and the people of the region.
The weekly meeting also commended the Amir’s honouring of the winners of Sheikh Tamim bin Hamad Al-Thani International Anti-Corruption Excellence Award, along with the prime minister of Malaysia and UN secretary-general’s representative.
The Council of Ministers affirmed that the award and the Amir’s honouring of the winners are part of Qatar’s efforts to combat corruption in the world and respect the values of integrity, good governance and rule of law and to harness the resources and wealth of countries to serve the welfare of their people and develop their economies and secure the life of their future generations.
Then, the Cabinet considered the topics on the agenda.
It approved a draft law on documentation and referred it to the Advisory Council.
The preparation of the draft law to replace the law No 9 of 1979 is part of the modernisation of legislation.
The draft law defines documentation as a procedure by a notary public or by those delegated by the Minister, by which the will of the concerned parties is documented in an official record, and the notary is the official responsible for documentation, validation and the proving of date, in accordance with the provisions of the law.
Under the provisions of the draft, records are documented in Arabic, if a contractor does not know this language, he must use a translator accredited by the Ministry to sign the record with the contractors.
The notary public shall verify the identity, eligibility of the person submitting the request and the identity and relation of whom they represent, using official papers.
This must be shown on the document needed for attestation.
The notary must also ensure that the document does not violate the provisions of the law and regulations and does not lack of public order or ethics.
The notary shall ratify the signatures in the customary documents, at the request of the ones submitting the requests, this shall be proven in the records and a attestation certificate is to be given based on the request of the person submitting the request.
The notary public shall prove the date validation on the customary documents submitted to him for this reason, by stamping the time and date of the procedure completion, after it has been proven in the records prepared for this purpose.
Certificates shall be given once date validation of the documents are given based on the request of the person submitting the request.
The Cabinet also approved draft law on organising peaceful uses of nuclear energy in the State of Qatar.
The Cabinet approved the draft resolution of the Minister of Commerce and Industry on determining the fees for licences of similar commercial, industrial, public stores and street vendors.
The Cabinet also approved the suggestion of the Ministry of Commerce and Industry on extending the period for those concerned to meet requirements under the provisions of Law No 20 of 2014 amending certain provisions of Law No 25 of 2005 regarding the Commercial Registry, and Law No 5 of 2015 on similar commercial, industrial, public shops and street vendors and Law No 11 of 2015 issuing the commercial companies law.
The Cabinet approved appointing HE the Minister of Commerce and Industry as deputy chairman of the Qatar Financial Centre.
The Cabinet also approved draft memorandum of understanding on co-operating in the cultural field between the governments of Qatar and Ecuador.
The Cabinet also reviewed and took the necessary measures on the letter of HE the Minister of Municipality and Environment on the outcome of the 21st meeting of GCC ministers of municipal affairs (Kuwait-November 2018).
The Cabinet reviewed and took the necessary measures on the letter from National Committee for Prohibition of Weapons on the 41st report of the committee for the period between May 1 and August 31, 2018.
