The Ministry of Education and Higher Education launched yesterday its electronic system for equivalence of self-paid university degree certificates and the pre-approval of education in a foreign country.
Director of the Higher Education Institutions Affairs Department (HEIA) at the ministry, Dr Khalid al-Ali, said the new feature will save time and effort and provide students comprehensive electronic services as it will simplify procedures without the need for them to visit the ministry.
He added that the system will provide many data, reports and statistics about these services. In addition, the ministry will provide technical help for any user facing difficulties.
Director of Scholarships at the ministry, Ali al-Buainain, said the work on the electronic system took nearly one year to complete and it will be linked in the future to scholarships.
He said the system aims to avoid overcrowding at the ministry, as it covers all aspects of the procedure.
Director of the University Certificates Equivalency Department, Maryam al-Ziyara, said the new electronic system reflects the ministry’s keenness to develop its services. It provides the required data to the users directly through the system’s website, Short Message Service (SMS) and e-mails, without the need for them to visit the ministry.
She added that the system will contribute to reducing the number of visitors to the ministry and will enable the users to submit their applications at any time from anywhere.
The system provides the users an electronic payment service option for the equivalence of university degrees and to obtain an electronic version of the certificates’ equivalence and prior approval immediately after issuance, without the need to visit the ministry to receive it.
This electronic version will be available at all times on the website. The officials said that the system is safe, and no paper applications will be accepted moving forward.
However, assistance will be provided to students to resolve any issues they may face. Documents would be ready within a month, if the a complete file is submitted.
Students on government scholarships are not required to obtain an equivalence document.
The service fee is QR300 for obtaining equivalence document. There is no charge for pre-approval services. 
The same system will be provided in government service centres in the future. Next year equivalence of school certificates will be included.
