The regular cabinet meeting, chaired by HE the Prime Minister Sheikh Abdullah bin Nasser bin Khalifa al-Thani, hailed the positive outcome of the fourth meeting of Qatar-Turkey Supreme Strategic Committee which was held in Istanbul under the chairmanship of His Highness the Amir Sheikh Tamim bin Hamad al-Thani and Turkish President Recep Tayyip Erdogan on November 26.
Following the meeting, held at the Amiri Diwan, HE the Minister of Justice and Acting Minister of State for Cabinet Affairs Dr Issa Saad al-Jafali al-Nuaimi stated the following:
The Cabinet affirmed that the talks of the Qatari-Turkish summit, the results of the Supreme Strategic Committee’s meeting and the co-operation agreement and memorandums of understanding signed within its framework will give new impetus to the strategic relations between the two countries and contribute to the expansion and development of existing co-operation in various fields.
It expressed satisfaction at the advanced level of Qatari-Turkish relationship which is a model for relations between countries and characterised by understanding, constructive co-operation, mutual respect and trust and keenness on interests of peoples of both countries and the interest of security, peace and stability in the region.
The Cabinet then reviewed topics on its meeting’s agenda as following:
The Cabinet took the necessary actions for the issuance of a draft law to approve the State’s general budget for the fiscal year 2019, after the Council was briefed on the recommendation of the Advisory Council on the draft law.
The Cabinet also approved the draft law on transparency which was prepared by the Administrative Control and Transparency Authority in accordance with the provisions of the United Nations Convention against Corruption, to achieve the highest indicators of integrity and transparency, to keep abreast of global developments in this regard and to improve performance in the government sector.
The draft law included provisions on means of information access in accordance with other laws of the State, international policies or standards and excluded information for a number of considerations.
The Cabinet also took the necessary measures to ratify a co-operation agreement in the field of construction of infrastructure projects between the governments of Qatar and Morocco.
The Cabinet approved a draft agreement for cultural co-operation between the governments of Qatar and the council of ministers of Bosnia and Herzegovina.
The Cabinet also reviewed the letter of the Minister of Education and Higher Education on the National Qualifications Framework Document in Qatar. It took the appropriate decision thereon.
The National Qualifications Framework has been defined as a mandatory reference tool for the identification, classification and organisation of national academic and professional qualifications according to the level of learning, and is prepared according to specific criteria.
The National Qualifications Framework aims to develop a common understanding of what is expected of different qualifications at all levels of education, and to provide a reference context for designing and developing new flexible and modern qualifications to meet the needs of the State, the labour market and individuals as well as to establish standards, processes and procedures to regulate quality assurance of education outcomes.
