Following the meeting, HE Minister of Justice and Acting Minister of State for Cabinet Affairs Dr Hassan bin Lahdan Al Hassan Al Mohannadi stated that the Cabinet reviewed topics on its meeting's agenda as following:
The cabinet praised at the beginning of the meeting the outcomes of the tour His Highness the Amir Sheikh Tamim bin Hamad Al-Thani made in South America from October 1-6, which included the Republic of Ecuador, the Republic of Peru, the Republic of Paraguay, and the Argentine Republic.
The cabinet said that the visits His Highness the Amir made and the talks held with officials there, as well as the agreements signed were successful and helped propel ties between the State of Qatar and the four countries to new levels. They added that the tour reflected the strength of ties the State of Qatar has internationally, and the success of its strategic partnerships with countries all over the world.
After that, the cabinet discussed its agenda as follows:
They first approved two draft laws, the first on financial contracts, financial guarantees and clearing. The second was on final settlement of payments and securities. The draft laws aim to apply the best standards in those fields, as they are one of the most important building blocks of the banking and financial system of any state. These standards govern the transfer of funds between individuals and institutions.
Secondly, they approved a draft law amending some provisions of law no. 12 of 1998, regulating the Central Municipal Council.
The third subject on the agenda was approving a draft Amiri decision to establish and regulate the Mohammed bin Ghanem Al Ghanem Maritime Academy. The academy is under the supervision of the Ministry of Defense and the minister. It has a budget independent from that of the ministry. It will also has its own flag and logo, that will has its own specifications and uses.
The academy specializes in teaching maritime science and other maritime disciplines. The academy would help students obtain the necessary skills to become officers at the naval forces.
The fourth item on the agenda was approving a draft decision by the Minister of Interior to amend some of the provisions of decision no. 11 of 2007, determining the conditions and lengths of special vacations offered to some of the officers at the ministry.
The fifth subject involved giving approval to form a committee to be chaired by the general secretariat of the cabinet with designated authorities as members, to examine the State of Qatar's legislations and to see how appropriate they are compared to The International Covenant on Economic, Social, Political and Cultural Rights.
The cabinet also approved the holding of a Qatari-Chinese economic forum on the sidelines of China International Import Expo (CIIE), which will take place on November 5-10.
The seventh item on the agenda saw the cabinet discuss two subjects and take the appropriate decisions regarding them. The first subject was the 21st report on the work of the Qatar National Counter Terrorism Committee. The Ministry of Interior formed the committee. It is charged with placing policies, plans, and programmes concerned with counter-terrorism. It also coordinates the efforts of all designated authorities to implement the UN Security Council resolutions, and all UN resolutions related to counter-terrorism. The report included the efforts of the committee, including the participation in a number of Arab and international meetings on the subject. The committee highlighted the State of Qatar's commitment to maintaining security and countering terrorism and extremism through bilateral and multilateral cooperation.
The second subject was regarding the annual report of the permanent population committee for the year 2017.
