The State of Qatar expressed its concern at the continuing instability and escalating fighting in Libya between the conflicting parties, which has resulted in numerous violations of international human rights and humanitarian law, the deterioration of humanitarian and economic conditions, the depletion of national wealth and the spread of terrorism.
The State of Qatar called upon all parties in Libya to assume their responsibilities and to give priority to the national interest over personal interests, and also to work hard towards national reconciliation and to rebuild the state based on the
principles of democracy, respect for human rights and the rule of law.
This came in the speech of the State of Qatar before the 39th Session of the Human Rights Council, entitled, “Interactive Dialogue on the High Commissioners’ Oral Update on Libya”, delivered by second secretary of the Permanent Delegation of Qatar to the United Nations Office at Geneva Ghanim Saif al-Khayareen.
Al-Khayareen called upon the international community and the Office of the United Nations High Commissioner for Human Rights to continue to provide technical assistance and capacity-building in the field of human rights in line with the priorities and requirements of the Libyan government.
In addition, a call was also made to  assist in the fulfilment of election and constitution requirements and to provide technical and financial support, to strengthen and build Libyan national capacities in dealing with illegal migrants and border control to prevent organised crime and in ensuring safe access to humanitarian
assistance.
Al-Khayareen referred to Qatar’s support for the National Reconciliation Government and its efforts in rebuilding state institutions and combating terrorism.
 He called on all Libyan parties to adhere to the dialogue and implement the outcomes of Skhirat agreement and achieve a political settlement and comprehensive national reconciliation that preserves Libya’s sovereignty and territorial integrity.
In conclusion, the State of Qatar expressed its support for the efforts of the Special Envoy of the Secretary-General of the United Nations to Libya to restore stability and achieve the aspirations of the Libyan people.
