A Sustainable Strategic Plan for the Ministry of Municipality and Environment (2018-2022), with focus on key areas of urban planning, agriculture, fisheries, environment, municipalities and public and joint services, was launched on Sunday by HE the Prime Minister and Interior Minister Sheikh Abdullah bin Nasser bin Khalifa al-Thani.

The ceremony started with launching the "Aoun" smartphone app to provide services to the public in addition to many new electronic services. A short film was screened about the plan for the next five years.

Speaking on the occasion, HE the Minister of Municipality and Environment Mohamed bin Abdullah al-Rumaihi affirmed that the new strategic plan focuses on key areas that lead to excellence in the performance of different sectors towards serving the society at all levels.

“The ministry guided its direction with the principles, values and mission of the Qatari community and explored the strategic context of the wise leadership as the first mission to implement Qatar National Vision 2030 in strategic development.

“One of the most important achievements of the strategy is that it has instilled an institutional culture of strategic planning and government action in the context of specific development goals and trends.

“It will also stimulate the mindset of performance management, which contributes to building human and technical capabilities to achieve the mission and vision of the ministry”.

About the smartphone app "Aoun," HE al-Rumaihi said that technology is one of the most advanced means to implement this strategy to achieve the mission of the ministry and Qatar National Vision. He pointed out that the app is ready to be the window of the ministry and open to all 93 services at all times.

The new strategic plan includes six sectors in the areas of urban planning, agriculture, fisheries, environment, municipalities and public and joint services. The plan has been prepared within the framework of the methodology of active participation at the level of senior leadership, department managers, heads of departments, and many employees and specialists in the ministry, to reflect the visions and objectives that everyone seeks to achieve. The plan becomes the guide through which all initiatives can be implemented on the ground.

Speaking to journalists on the occasion, assistant undersecretary for general services affairs at the Ministry of Municipality and Environment Sheikh Faleh bin Nasser al-Thani, said that the ministry's departments will start implementing the objectives and projects of its various sectors in accordance with the priorities set by the strategy, in line with Qatar National Vision 2030.

He explained that the six strategic sectors included in the plan are followed by 44 departments in the ministry and eight municipalities, each with indicators and performance cards and specific procedures and methodology in the implementation process.

The official said that he focuses on hygiene awareness, waste treatment and recycling to benefit from energy, fertiliser and other materials, as well as increasing landscaping and parks.

He noted that the inauguration of the strategic plan by HE the Prime Minister and Interior Minister, underscores the state's interest in providing services that could be accessed by citizens and residents with the least effort and time.

The plan will be evaluated each year according to key performance indicators. The Department of Planning and Quality in the Ministry will carry out the required audits to ensure the soundness of its implementation by identifying the strengths and weaknesses based on the data collected.
