The most important function of the Workers' Support and Insurance Fund is to pay the dues of any worker who is stranded because the employer cannot pay the sum due to bankruptcy, HE the Minister of Administrative Development, Labour and Social Affairs Dr Issa bin Saad al-Jafali al-Nuaimi has stressed. 
“At the same time, the fund will establish playgrounds and entertainment facilities for workers in specified areas,” he said on Thursday, referring to the draft law issued by the Cabinet on Wednesday on the establishment of the fund to support workers in the country. 
The decision was taken after the Cabinet reviewed recommendations of the Advisory Council on the matter.
Addressing a press conference held jointly by the Ministry of Interior and Ministry of Administrative Development, Labour and Social Affairs (MADLSA) in Doha on Thursday, HE the Minister said the process of completing procedures to issue the law is being carried out before it is presented to His Highness the Amir Sheikh Tamim bin Hamad al-Thani. 
HE Dr al-Nuaimi explained that the fund is complementary to the bundle of legislations issued by Qatar to protect the rights of workers. Among the benefits of the fund is that if the Labour Disputes Settlement Committee issues its decision on the eligibility of a worker in his complaint filed against the company/employer, and the latter is unable to pay the worker’s dues because of his financial incapacity or bankruptcy of the company, the fund shall pay the worker's dues and secure his departure from the country. 
The fund will then collect, from the employer, the amount it has paid. The money will be added to the fund's resources. 
HE the Minister added that the resources of the fund would consist of the amount allocated by the State as well as proceeds from the fund's investments.
He stressed that that the MADLSA strives for the benefit of both the worker and employer. As the worker is entitled to file a complaint against the employer, the employer is also entitled to file a complaint through the Labour Relations Department in the event of him finding a breach of the employment contract. 
HE Dr al-Nuaimi said the ministry is carrying out awareness campaigns in co-operation with the Qatar Chamber to clarify the mechanism of submitting complaints by employers in case the employee refuses to carry out the work assigned to him or he incites the rest of the workers, works with other companies and other matters that violate the work contract agreed upon. 
The new legislation “has become a catalyst for the country, which has led labour-exporting nations to choose it as a country that encourages work and guarantees all rights to workers”, he noted.
“This reflects in the quality of work and increases production to benefit the employer.”
General Directorate of Passports director Brigadier Mohamed Ahmed al-Ateeq also attended the press conference, which was held to explain Law No 13 of 2018 amending some provisions of Law No 21 of 2015 concerning the regulation of entry, exit and residency of expatriates.

Recent legislation introduced in the country pertaining to workers’ rights has won international praise, including from agencies such as the International Labour Organisation, International Trade Union Confederation and other trade unions and human rights organisations.
“This praise underscores Qatar's interest in protecting the rights of workers and the achievements of the State in providing workers with a safe environment for work, which is a pride for all of us,” HE the Minister of Administrative Development, Labour and Social Affairs Dr Issa bin Saad al-Jafali al-Nuaimi said.
