The Cabinet has approved a draft decision that envisages the formation of joint labour committees, which will deal with various aspects of work in an establishment and comprise representatives of both the employer and workers.
Such committees would be set up in establishments with 30 or more workers, the official Qatar News Agency (QNA) reported yesterday.
The draft decision of HE the Minister of Administrative Development, Labour and Social Affairs pertains to the “organisation and procedures for the formation of joint labour committees”.
Under the terms of the decision, a joint committee will be formed in every establishment in the country employing a minimum of 30 workers, and is to have equal (half each) representation from the two sides – employer and workers.
All workers in such an establishment shall choose their representatives to the joint committee through a direct election, in accordance with the procedures stipulated by the said decision, QNA states.
On the other hand, employers will choose their representatives on the committee from among employees who are legally acting on their behalf or those who are authorised to exercise some of their powers in the administration.
The tenure of membership to the joint labour committee will be two years, starting from the day that comes after the adoption of the competent administrative authority to form the committee.
The joint committees will study and discuss all issues related to work in such establishments, including the “organisation of work, ways to increase production and development, improving productivity, workers’ training programmes, risk prevention tools, improving the level of adherence to occupational safety and health rules, and developing the general culture for workers”, QNA adds.
The draft also includes provisions related to the terms of membership of the committee and procedures for the electoral process.
After HE the Prime Minister Sheikh Abdullah bin Nasser bin Khalifa al-Thani chaired the Cabinet meeting at the Emiri Diwan yesterday, HE the Minister of Justice and Acting Minister of State for Cabinet Affairs Hassan Lahdan Saqr al-Mohannadi said the Cabinet also took the necessary measures for the ratification of a memorandum of understanding (MoU) on the establishment of a joint committee between the governments of Qatar and Indonesia, as well as an MoU on mutual exemption of visas for holders of diplomatic, private and official passports between the governments of Qatar and Sri Lanka.
Meanwhile, the Cabinet approved participation in the Special Edition of the Trade Fair of Member States of the Organisation of Islamic Co-operation, to be held in Kuwait from February 6 to 10, 2018.
