The Cabinet has ratified a draft law that envisages the establishment of a fund for workers' support and insurance in Qatar.
According to the provisions of the bill, a fund called the "workers’ support and insurance fund" is to be created and it will have a legal personality and independent mandate, and come under the jurisdiction of the Cabinet, the official Qatar News Agency (QNA) has reported.
The decision was taken at the Cabinet’s regular weekly meeting on Wednesday.
“The fund aims to provide sustainable financial resources for the support and insurance of workers and pay the workers’ dues ordered by dispute resolution committees before collecting the expenses from the employer. It also aims to support activities of the workers,” QNA said.
On Tuesday, HE the Minister of Administrative Development, Labour and Social Affairs Dr Issa Saad al-Jafali al-Nuaimi had said – as reported in Gulf Times on Wednesday – that the State was in the process of taking key measures in support of the rights of expatriate workers, including the establishment of an employment support fund, which would allow for the payment of overdue wages to workers in cases where their employers had delayed payments for any reason.
The Cabinet, meanwhile, also approved the amendment of Article 7 of Law No 21 of 2015 on the regulation of the entry and departure of expatriates, amended as Law No 1 of 2017, regarding the mechanism of the exit of workers who fall under the jurisdiction of the labour law issued as Law No 14 of 2004 and the laws that amended it, according to QNA.
After HE the Prime Minister Sheikh Abdullah bin Nasser bin Khalifa al-Thani chaired the Cabinet meeting at the Emiri Diwan on Wednesday, HE the Deputy Prime Minister and Minister of State for Cabinet Affairs Ahmed bin Abdullah bin Zaid al-Mahmoud said the Cabinet gave its nod to accession to an agreement on the road transport of goods.
The agreement aims to standardise and facilitate procedures for the transport of goods from the exporting country so as to shorten the duration and reduce the cost of transporting goods. The accession will allow Qatari road transport vehicles to move freely within all countries that are part of the agreement in order to easily transport goods to and from Qatar.
In addition, the meeting approved a draft memorandum of understanding between the government of Qatar, represented by the Ministry of Municipality and Environment, and the government of Oman, represented by the Ministry of Agriculture and Fisheries, in the field of agriculture, livestock and fisheries.
It also reviewed and took the appropriate decision on a letter by HE the Minister of Municipality and Environment on the regulation of renting private residential premises or any part thereof for short periods.
The Cabinet also reviewed and took the appropriate decision regarding the 10th periodic report of the e-government steering committee on its work during the period from January to June 2017.
The committee, established at the Ministry of Transport and Communications (MoTC), headed by HE the Minister of Transport and Communications and with members from the authorities concerned, is responsible for following up on the implementation of the e-government strategy and establishing co-ordination and communication rules between the MoTC and other government agencies to ensure that their plans and programmes are aligned with the e-government’s general strategy.
The report said the committee has implemented a number of projects aimed at upgrading the digital services of individuals and companies, raising the efficiency of administrative processes and strengthening the government’s manpower in the field of information and communication technology.
