HE the Prime Minister and Interior Minister Sheikh Abdullah bin Nasser bin Khalifa al-Thani yesterday inaugurated the Single Window Project for investor services at the headquarters of the Ministry of Economy and Commerce in Lusail City.
The project is a result of the directives of HH the Emir Sheikh Tamim bin Hamad al-Thani seeking to remove bureaucratic obstacles that face investments and unify ministerial procedures for the benefit of citizens and investors, the Qatar News Agency (QNA) reported.
It is one of the most important governmental initiatives launched in order to develop the business environment, stimulate participation of the private sector, encourage local and foreign investments and direct them towards value-added sectors to the national economy, all in line with the Qatar National Vision 2030. 
The prime minister also issued yesterday decision No23 of 2016 to form the Co-ordinating Committee for Single Window System Management. The committee is under the Cabinet.
The committee will be formed under the chairmanship of a representative of the Prime Minister’s Office and the membership of a representative from the ministries of Interior, Energy and Industry, Finance, Economy and Commerce, Justice, Administrative Development and Labour and Social Affairs, Transport and Communications, Municipality and Environment and Qatar Tourism Authority and Qatar Chamber. 
Each body will choose its representative in the committee. The designation of the committee’s chairman and members will be subject to a decision of the prime minister. An employee or more will be in charge of the committee’s secretariat.
The committee will co-ordinate with all government agencies on providing the Single Window’s services, provide all administrative and technical services necessary to facilitate the Single Window’s work, implement comprehensive quality concepts to improve performance and raise the level of services.
It will also study complaints and suggestions of reviewers in co-ordination with the competent units and authorities and take the necessary action, develop clear indicators for measuring the level of quality and periodic evaluation of the services provided for the Single Window by all stakeholders, and co-ordinate with the competent authorities and relevant authorities to simplify and develop all procedures relating to the services provided and set a timeline for them.
The committee will establish a system of work including venue and dates of its meetings along with the rules for the exercise of its terms of reference. The decision states that the committee will form among its members or others sub-committees to assist it in performing its functions or to designate whom it considers suitable among its members or others to examine any of the issues that fall within its terms of reference.
The committee will co-operate with employees of ministries and other government agencies or other qualified and experienced staff to provide it with the required advice, statements or explanations. All parties will be committed to submit to the committee the information and data needed to perform its work and co-operate with it within its terms of reference.
The decision also stipulates that the committee will submit periodic reports on the results of its work, proposals and recommendations to the prime minister. The decision will go into force from the date of its issue and will be published in the Official Gazette.
