Qatar has stressed the need to resolve the phenomenon of terrorism in a comprehensive manner in which all international efforts should unite and take into account the root causes of this phenomenon.
 This came in a statement delivered by HE Qatar’s Permanent Representative to the United Nations Sheikha Alia Ahmed bint Saif al-Thani during a Security Council’s ministerial meeting on “Threats to international peace and security caused by terrorist acts”. 
In the light of the comprehensiveness of the terrorism phenomenon and the threat it poses to international peace and security, the solution should be comprehensive in which all international efforts should unite and take into account the root  causes of this phenomenon, and reject any use of terrorism to achieve political or private goals, the statement said, emphasising at the same time that fighting terrorism should be conducted under the international law, the rule of law and the protection of human rights. 
Reiterating Qatar’s firm position condemning terrorism in all its forms and manifestations, regardless of its source, location and perpetrators, Sheikha Alia affirmed that the growing threat of terrorism witnessed by the region is contributed by policies of some regimes that have an interest in the existence and expansion of these organisations, in order to be a partner in the international campaign against terrorism, and prolong survival after being rejected by their own people and the world due to their criminal policies and serious violations of the international and humanitarian Law and the human rights. 
The statement also emphasised that the Syrian regime’s  use of chemical weapons, starvation, indiscriminate bombing of civilians and the destruction of infrastructure and the fortunes of the Syrian people is nothing but terrorism. 
The statement indicated that the lessons learned from the growth of terrorism confirmed that it did not arise from a vacuum, but it grew and evolved in fragile environments, and was assisted by policies that do not give importance to political, economic and social problems afflicting societies, stressing that the success in uprooting terrorist groups depends on addressing the causes that lead to the creation of an enabling environment for the growth of these groups. 
The State of Qatar, in its statement to the Security Council’s meeting at the ministerial level, called for the adoption of a broad approach to address the roots of terrorism and its causes, noting that it does not intersect and reduce the importance of the immediate military response to the imminent danger posed by terrorist groups, adding that the military response must not come at the expense of addressing the causes of terrorism and its origins and motivations. 
The State of Qatar affirmed on all occasions that terrorism should not be linked to a particular religion, race or culture, the statement said, adding that any attempt to associate terrorism with any religion, culture, civilisation, nationality or group will give a pretext for terrorists to justify their terrorist acts, and the recruitment of young people. 
Qatar also stressed the importance of respecting religions and the values of tolerance, saying that religions do not advocate terrorism, but urge tolerance, co-operation and collaboration, according to the statement. 
The statement underlined that on the basis of Qatar’s policy, which pays special attention to combating violent extremism, it and other countries requested to convene a high-level meeting of the General Assembly on children and young people affected by violent extremism. The meeting will take place on June 3 as part of international efforts to combat the roots of terrorism. 
In addition, because of the important role of education in protecting children and youth from extremism and terrorism, Qatar has initiated educational and training programmes for Syrian refugees, in order to ensure they have their right to education and to rescue them from the danger of extremism and terrorism, the statement indicated. 
The State of Qatar reiterated in the statement its condemnation of terrorism in all its forms and manifestations, regardless of its source, location and perpetrators, and its commitment to regional and international co-operation to combat terrorism as well as to continue strengthening partnership with the United Nations agencies in this regard to promote international peace and security.


Qatar adopts policy to enhance global security


Qatar affirmed that it has adopted the co-operation policy with all to promote security and peace in the world, support the development process, settle disputes with peaceful means, respect human rights, fight against terrorism and support people’s choices. 
This came in a statement of the State of Qatar addressed by HE the Permanent Representative of Qatar to the United Nations ambassador Sheikha Alia Ahmed bint Saif al-Thani in a plenary session to discuss the United Nations, Peace and Security. 
The statement added that increasing disputes, spread of terrorism, continuation of foreign occupation, growing poverty, grave violations of human rights, and the absence of social justice need further action and co-operation to overcome those challenges through activating and renewing commitment to principles and objectives of the United Nations. 
The statement said that the international community has affirmed in the 16th goal of the United Nations Sustainable Development Plan in 2030 the vital relationship between peace, security, justice, the rule of law, development, wise judgment, and conflict prevention. This requires empowering people, through effective institutions, safe environment and systems that ensure the access to justice and resolve conflicts effectively, the statement added.
The statement underlined Qatar’s efforts to ease tensions and resolve disputes in a number of countries, through mediation to avoid and prevent wars and armed conflicts which constitute a threat to peace and security in the region and the world, including Darfur, Eritrea, Djibouti in the Arab region. 
Qatar renewed its commitment to the provisions of the un Charter and all the declarations adopted by the international community, aimed at creating an enabling environment to achieve security and peace.
