The national team concerned with the study of tenders and auctions has held a meeting at the Administrative Control and Transparency Authority (ACTA).
The meeting was attended by representatives from the Ministry of Finance, Ministry of Justice, State Audit Bureau, Ministry of Municipality and Environment - represented by the Public Works Authority (Ashghal), and ACTA.
At the beginning of the meeting, HE the Chairman of the Administrative Control and Transparency Authority Saad bin Ibrahim al-Mahmoud praised the efforts of the Ministry of Finance to ensure that the executive regulations of laws pertaining to tenders and auctions, which are being prepared, include the highest transparency and integrity criteria.
He stressed the need for co-ordination and integration of opinions and points-of-view among all national bodies concerned for the regulations to be inclusive of the best relevant international criteria.
The meeting reviewed the international criteria of transparency and integrity in tenders and auctions, which are included in the United Nations Convention against Corruption. Key elements reviewed were guarantees pertinent to competition and objectivity in decision-making; guarantees of stating the conditions for participation in advance, including selection and award criteria and the establishment of an effective system for internal audit; regulating the conflicts of interest for employees responsible for tenders and auctions; determining the measures that deal with the consequences of corruption - a key factor in making decisions and laying down procedures for terminating contracts; and revoking privileges that involve irregularities, according to a statement.
The meeting discussed legal and institutional guarantees for transparency and integrity, guaranteed by the Qatari Tenders and Auctions Act No 24 of 2015. It also deliberated on the draft of the executive regulations.
The discussion addressed the points-of-view of the member bodies in the national team in order to sustain the draft regulation in light of the international criteria for transparency and integrity.
