The Public Works Authority (Ashghal) held an industry briefing yesterday for local and international contractors in which officials from the authority introduced Ashghal’s framework contracts for operations and maintenance (O&M).
The presentation provided an overview of Ashghal’s corporate strategy and vision, and how the drainage O&M fit into that strategy, besides highlighting specific information such as proposed works, timeline, and key implementation considerations.
On the occasion Ashghal also invited contractors to participate in the upcoming tender opportunities.
During the briefing, Ashghal presented six framework contracts which are to be completed by March 2015, including:
- Operations and maintenance of package treatment plants;
- Operations and maintenance of pumping stations;
- Sewer repair, replacement, and rehabilitation;
- Recycled water network and services; and,
- Sewer inspection and cleaning services and supplies and services.
It was announced that within each framework, multiple contractors will be awarded, and single contractors may be awarded multiple framework contracts.
Contracts will be awarded for five base years with a possibility to be renewed for two years following the (5+1+1) system.
Only successful framework contractors will be provided the prospect of winning future works over the life of the framework contract.
Senior engineer and Drainage Network Operations & Maintenance manager at Ashghal, Ahmed Sharif, said: “We presented six framework contracts for the operations and maintenance of drainage assets, with specific time schedule for each.”
“This strategy is a pivotal step forward as the aim behind framework contracts is to promote partnership and collaboration between Ashghal and the contractors,” he added.
“The strategy also supports the local market and Qatari contractors by making them work hand in hand with international companies, thus enhancing their expertise, professionalism, and efficiency,” Sharif said.
It is worth mentioning that Ashghal had earlier announced framework contracts that allow the completion of projects in a record time besides the flexibility and efficiency required by Ashghal for delivering its growing drainage programme.
