Russian strikes killed a newborn baby at a Ukrainian maternity ward and two other civilians elsewhere, officials said Wednesday as President Volodymyr Zelensky accused Russia of "terror and murder".Ukrainian emergency services said Russian rockets smashed into a building overnight in Vilniansk, part of the southern Zaporizhzhia region, in the latest attack to damage medical facilities since war began nine months ago.They distributed video of emergency service workers trying to free a man trapped waist-deep in the rubble of what appeared to be the destroyed maternity ward."As a result of a rocket attack on the territory of the local hospital, the two-storey building of the maternity ward was destroyed," they said in a statement.There was "a woman with a newborn baby as well as a doctor" inside the building at the time, they added.The baby died while the woman and doctor were rescued from the rubble, rescuers said. According to preliminary information, nobody else trapped under the debris, they added.Russian strikes have several times hit Ukrainian hospitals since Russia invaded the country on February 24, including in the port city of Mariupol, which endured a harsh siege for several weeks before coming under Moscow's control.An attack last March on Mariupol hospital left three dead, including a child. Ukraine and its Western allies condemned the strike. Moscow insisted it was "staged".Elsewhere on Wednesday, two people were killed in shelling of a residential building and a clinic in the northeastern Kharkiv region, said local governor Oleg Synegubov.Kharkiv clinic attack"Around 7:40 am (0540 GMT) Kupiansk was shelled. A nine-storey residential building and a clinic were damaged. Unfortunately, two people died: a 55-year-old woman and a 68-year-old man," Synegubov said on social media."The enemy has once again decided to try to achieve with terror and murder what it wasn't able to achieve for nine months and won't be able to achieve," Zelensky said on social media following the attacks.The World Health Organisation earlier this week said it had recorded more than 700 attacks on Ukraine's health facilities since Russia's invasion began."Continued attacks on health and energy infrastructure mean hundreds of hospitals and health care facilities are no longer fully operational," Hans Kluge, regional director for Europe at the United Nations' health body, told reporters.Russia has systematically targeted Ukraine's energy infrastructure, causing severe damage ahead of winter, which Kluge said "is already having knock-out effects on the health system and on the people's health".The small town of Vilniansk is around 45 kilometres from the front line and last week was targeted in Russian strikes that killed 10 people, officials have said.It is located in the Zaporizhzhia region, which Moscow claimed to have annexed despite not having full control of the territory.

The situation has improved, but outages remain common.In rural areas, especially, electricity remains largely inaccessible.Battery changeIn Lome, capital of neighbouring Togo, Octave de Souza parades proudly through the streets on his brand-new green electric motorcycle.One point in particular makes him and his wallet happy: no more fuelling up."All you need to do is change the battery," he smiled. "There are sales outlets, you go there and it's exchanged for you."A recharge costs 1,000 CFA ($1.50 / euros) and can provide three days' mobility. For the same price, Octave said, he would only be able to ride for one day using petrol, which is subsidised by the government.Local authorities also are encouraging the switch to electric in a bid to replace old, highly polluting motorcycles.But some drivers remain wary of electric models, citing range anxiety - the worry of coming to a halt with a flat battery.Taxi driver Koffi Abotsi said he struggled with the "stress" of having to quickly find a charging station so as not to break down."This sometimes leads us to swap (the battery) even with 10 percent or 15 percent charge remaining so as not to have any unpleasant surprises along the way."

Survivors of an Indonesian earthquake that killed at least 268 people appealed for food and water Wednesday, as heavy rain and aftershocks hampered rescue efforts among the rubble of devastated villages.The calls for help came as authorities warned that debris from landslides caused by the strong quake near the town of Cianjur in West Java needed to be cleared as rains forecast for the coming weeks threatened a second disaster.Two days after the quake flattened their homes, residents were still trying to retrieve priceless belongings including family photos, religious books and marriage certificates."Although some supplies have arrived, it is not enough. The Air Suvidha self-declaration forms that had to be filled in by international passengers arriving in India will no longer be necessary, the Indian government has said. The decision comes into effect on Tuesday, according to reports.A notice from the Ministry of Civil Aviation read, "In the light of sustained declining Covid-19 trajectory and significant advances being made in Covid-19 vaccination coverage both globally as well as in India, the Ministry of Health & Family Welfare has issued revised 'Guidelines for International Arrivals."Under the revised guidelines of the health ministry, the submission of self-declaration form on the online Air Suvidha portal stands discontinued, the aviation ministry said. It, however, added that the rule will be reviewed depending on the Covid situation.

A shallow 5.6-magnitude earthquake killed at least 46 people and injured hundreds when it damaged buildings and triggered landslides on Indonesia's main island of Java on Monday, officials said.The afternoon quake was centred in the Cianjur region of West Java, according to the United States Geological Survey, and was felt as far away as the capital Jakarta, where panicked residents ran into the streets."The latest data, 46 people were killed. Victims kept coming from many areas. Around 700 people were injured," Herman Suherman, head of Cianjur's local administration, told broadcaster Kompas TV.The majority of deaths were counted in one hospital, he said earlier, with most of the victims killed in the ruins of collapsed buildings.He said the town's Sayang hospital had no power after the quake, leaving doctors unable to operate on victims.Locals rushed victims to the hospital on pickup trucks and motorbikes, according to footage obtained by AFP.They were placed in front of the facility as residents spread a tarpaulin on the road for the bodies.Suherman said electricity was still down and authorities also needed more health workers due to the overwhelming number of patients.Thousands of houses could have been damaged in the quake, Adam, a spokesperson for the administration who, like many Indonesians, goes by one name, told AFP.Shops, a hospital and an Islamic boarding school in the town were severely damaged, according to Indonesian media.Broadcasters showed several buildings in Cianjur with their roofs collapsed and debris lining the streets.Relatives of victims congregated at the hospital. Suherman warned the death toll could rise because villagers outside the town may still be trapped."We are currently handling people who are in an emergency state in this hospital.
