The Qatar Photography Center, affiliated with the Ministry of Culture, in co-operation with the Qatar Civil Aviation Authority (QCAA), organised an introductory session today on Law No. 10 of 2026 concerning unmanned aircraft (drones). The session was held at the centre's headquarters at the Cultural Village Foundation — Katara.
During the session, attendees were introduced to licensing and registration requirements and operating procedures, as well as the responsibilities and obligations of drone users, to raise awareness of the legislation governing the sector and promoting the safe and responsible use of these technologies.
Director of the Air Safety Department at the QCAA Nayef al-Jaber, delivered a presentation outlining the objectives of the law and its key regulatory provisions. He added that the legal framework governing drones, which is designed to keep pace with the rapid developments in the sector and ensure their use in accordance with approved regulations and standards.
Law No. 10 of 2026 aims to strike a balance between supporting the growth of the drone sector and encouraging investment and innovation on the one hand, and safeguarding public security and safety, individual privacy, airspace and property on the other.
The law establishes a comprehensive regulatory framework covering definitions, licensing and permit systems, mandatory drone registration and operating regulations. It also sets out the rights, duties and responsibilities of individuals, companies and relevant entities, as well as penalties for violations.
The session also reviewed the scope of the law's application and the steps related to its implementation.
The event was organised as part of co-operation between the Qatar Photography Center and the QCAA and reflects both entities' commitment to raising awareness of the legislation and regulations governing drone use. It also aimed to familiarise photographers and others interested in the field with the applicable legal requirements and approved procedures, thereby contributing to the safe and responsible use of drone technology in the State of Qatar.
