The foreign ministers of Qatar, Jordan, the United Arab Emirates (UAE), Indonesia, Pakistan, Turkiye, Saudi Arabia, and Egypt expressed their unequivocal condemnation of Israel's continued illegal settlement policies in the Occupied Palestinian Territory and their complete rejection of the E1 settlement plan and related settlement activities east of occupied East Jerusalem.
The ministers reiterated their condemnation of the violations and acts of violence committed by settlers, with the support of the Israeli occupation authorities, against the Palestinian people and their property. They stressed that these practices in no way diminish the inalienable rights of the Palestinian people, constitute violations of international law and relevant United Nations resolutions, and pose a serious threat to regional and international peace and security.
The ministers warned that the E1 settlement plan constitutes a dangerous escalation that would further advance settlement expansion and annexation and undermine the geographical contiguity of the Occupied Palestinian Territory, particularly between the West Bank and East Jerusalem. The ministers added that this threatens the viability of establishing an independent, geographically contiguous and viable Palestinian state based on the 1967 lines, with East Jerusalem as its capital.
The ministers also stressed that these measures constitute a direct challenge to international efforts to achieve peace, foremost among them President Donald Trump's comprehensive peace plan, which unequivocally rejects annexation and forced displacement, as well as the mechanisms envisaged for its implementation, including through the Board of Peace. They also highlighted President Trump's firm commitment not to allow the annexation of the West Bank, to bring stability and end the conflict.
The ministers reaffirmed that the two-state solution, in accordance with international law and relevant United Nations resolutions, remains the only viable path toward achieving a just, comprehensive and lasting peace. They warned that measures aimed at undermining this solution would further escalate tensions, threaten regional and international peace and security, and undermine prospects for achieving lasting peace and stability in the region.
In this context, the ministers affirmed their support for all efforts aimed at ensuring accountability, including through appropriate international measures and the imposition of sanctions on entities and individuals responsible for illegal settlement activities, including the E1 settlement plan, as well as those supporting, facilitating or implementing policies of settlement expansion and annexation. They called for an end to any support or financing that contributes to the establishment, expansion or entrenchment of illegal settlements.
The ministers also stressed that the absence of accountability contributes to the continuation of violations and further undermines prospects for achieving a just and comprehensive peace. They called for immediate action to halt the E1 settlement plan, revoke all measures taken under it, and stop all settlement activities and other measures aimed at altering the geographical and demographic character of the Occupied Palestinian Territory.
The ministers further called on the United Nations Security Council, as well as all states and relevant international actors, to fulfill their responsibilities under international law and take urgent and effective measures to halt illegal settlement expansion, ensure the protection of the Palestinian people, and safeguard their inalienable rights, including their right to self-determination and the realization of their independent state, in accordance with international law and relevant United Nations resolutions.
