His Highness the Father Amir Sheikh Hamad bin Khalifa al-Thani led Qatar through an extraordinary national transformation that reshaped the country’s development journey and laid the foundations of the modern state, experts, academics, and specialists who reflected on his historic legacy.
They said his leadership was guided by a long-term strategic vision centred on human development, education, knowledge, infrastructure, institution-building, and sustainable growth.
They stressed that the achievements realised during his era provided the foundation for Qatar’s continued progress and its prominent regional and international standing.
The experts noted that HH Sheikh Hamad’s legacy extends far beyond landmark development projects and economic achievements, emphasising that his greatest contribution was investing in the Qatari people and preparing generations capable of leading the nation’s future.
Lawyer Ali al-Khelaifi said HH the late Father Amir would forever remain in Qatar’s national memory for the enduring legacy he left behind, describing his leadership as a historic turning point that ushered the country into a new era of comprehensive development.
“His Highness made human development the cornerstone of Qatar’s national project, based on the belief that people are the country’s greatest asset and that investing in their capabilities is the strongest guarantee of sustainable development and prosperity,” he said.
Al-Khelaifi said that HH Sheikh Hamad regarded education, healthcare, and human development not merely as service sectors but as fundamental pillars of nation-building.
During his reign, Qatar witnessed significant expansion in educational institutions, universities, scholarship programmes, and professional training opportunities, producing a generation of qualified nationals capable of leading various sectors.
Al-Khelaifi also highlighted the transformation of the healthcare sector through the establishment of specialised hospitals and medical centres and the enhancement of healthcare services, saying that these achievements reflected a development model focused on improving quality of life.
“The legacy of HH the late Father Amir is not limited to economic achievements or infrastructure projects; it is equally reflected in building the Qatari person and strengthening the values of knowledge, creativity, responsibility, and excellence,” he added.
Habib Mohamed al-Hajri said that HH Sheikh Hamad led a defining period in Qatar’s history marked by unprecedented infrastructure development.
He said that HH the late Father Amir adopted a comprehensive development strategy that placed modern infrastructure at the heart of building a strong and competitive nation.
“Development cannot be achieved without advanced infrastructure capable of meeting the aspirations of the nation and the needs of future generations,” al-Hajri said.
He pointed to the extensive expansion of roads, bridges, tunnels, ports, airports, electricity and water networks, and communications systems, noting that these projects formed part of a long-term national vision rather than isolated construction initiatives.
The infrastructure established during that period later enabled Qatar to undertake major national projects, successfully host global events, and strengthen its position as a country with world-class facilities.
Fahad Abdullah al-Mulla, a member of the Central Municipal Council, described the passing of HH Sheikh Hamad as a profound loss for Qatar and the Arab and Islamic worlds, saying that the nation had lost a wise leader whose contributions left an enduring mark on development and progress.
He described HH Sheikh Hamad as “a leader of achievement and a statesman with a far-reaching vision who made long-term planning a national approach, human development a priority, and comprehensive growth a strategic objective”.
Education expert Sandeh Nasser al-Nuaimi said HH Sheikh Hamad’s era marked a historic transformation in Qatar’s education system, driven by a vision that placed education at the centre of national development.
He explained that HH the late Father Amir viewed education not simply as building schools and institutions but as creating an integrated system founded on quality, excellence, innovation, and preparing students to compete in a rapidly changing world.
“The development of education during that period will remain a defining milestone in Qatar’s history and a testament to a vision that placed knowledge and human development at the heart of national progress,” al-Nuaimi said.
Abdullah Saeed al-Nuaimi, head of the Financial Affairs Department at Al Daayen Municipality, described HH Sheikh Hamad as an exceptional leader who created a comprehensive model of national transformation based on strategic planning and institutional development.
“His Highness the late Father Amir was not only a leader of change; he represented a complete school of strategic management,” the official said.
Dr Hussein al-Bouhlika, chairman of the Youth Committee at Al Ahli Club, said that HH Sheikh Hamad left an exceptional political and strategic legacy that reshaped Qatar’s regional and international standing.
He noted that HH the late Father Amir strengthened state institutions while expanding Qatar’s diplomatic and humanitarian role, establishing the country as an influential player in global affairs.
“The era of HH Sheikh Hamad represented a major turning point in Qatar’s foreign policy, with an active and balanced approach that strengthened the country’s role as a partner committed to dialogue and co-operation,” al-Bouhlika said.
