The Cabinet took several key decisions yesterday, approving a landmark draft law on state property, adopting a new general policy for the postal sector, and endorsing a co-operation agreement between the Qatar News Agency (QNA) and Kuwait News Agency (KUNA).
Chaired by HE the Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim al-Thani at the Amiri Diwan, the meeting also reviewed three strategic reports and issued appropriate directives on each.
HE the Minister of Justice and Minister of State for Cabinet Affairs Ibrahim bin Ali al-Mohannadi announced that the Cabinet approved a draft law on state property submitted by the Ministry of Municipality.
This legislation replaces Law No. 10 of 1987 on public and private state property, aiming to bolster sustainable urban development, optimise land management efficiency, and align property allocation with national priorities and comprehensive development needs. The move supports Qatar National Vision 2030 and the Third National Development Strategy 2024-2030.
The Cabinet also adopted the general policy for the postal sector, prepared by the Ministry of Communications and Information Technology alongside the National Planning Council. Framed by Law No. 15 of 2023 on postal services regulation, the policy seeks to modernise the sector amid digital transformation, elevate service quality and efficiency, and align with Qatar’s broader development priorities.
Additionally, ministers approved a draft agreement for co-operation and joint news exchange between QNA and KUNA, strengthening media collaboration between the two Gulf states.
The Cabinet reviewed three reports, taking appropriate decisions on: progress during the second half of 2025 under the national framework for promoting good values and morals in Qatari society; Qatar’s participation in the 36th session of the Council of Arab Ministers Responsible for Environmental Affairs in Nouakchott (October 2025); and outcomes from hosting the 6th Islamic Conference of Labour Ministers of the Organisation of Islamic Co-operation in Doha (October 2025).
At the session’s outset, ministers praised the first Doha Legal Forum (26-27 January), inaugurated by the prime minister under the theme “Emerging Trends and Future Visions”. They commended its high-level international participation, substantive discussions on digital transformation, cyber challenges, AI regulation, transparency and governance, and practical recommendations to develop investment-friendly legislative frameworks.
The Cabinet also congratulated HE Sheikh Joaan bin Hamad al-Thani on his election as President of the Olympic Council of Asia (OCA), hailing it as a testament to Qatar’s rising sports stature and the regional and international confidence in its contributions.
