The Ministry of Education and Higher Education (MoEHE) has issued the Ethical Code for Public School Employees for the 2025-26 academic year.
The ministry emphasised that the code aims to instill a culture of commitment to professional and ethical behaviour in the school environment and promote the values of responsibility, transparency, and discipline in the daily practices of all school employees.
The ministry explained that the ethical charter is a document emanating from the Islamic faith and the philosophy of Qatari society. It is based on the principles of the Qatari Constitution and the ministry's institutional values, and is consistent with Qatar National Vision 2030 and international standards of professional conduct for education professionals.
The MoEHE considered the ethical charter an educational document that outlines the duties of government school employees, in light of the ethics of the teaching profession and the values of the Ministry of Education and Higher Education in Qatar. It added that it aims to establish a framework of reference for school employees that ensures adherence to the ethics of the teaching profession and the provision of a safe and healthy work environment.
The charter consists of 19 articles from the objectives of the charter, the core values governing the charter, the school principal, the ethics of the school principal towards their profession, the ethics of the teacher towards their profession, the ethics of the teacher towards students, the ethics of the teacher towards the school community, the ethics of the teacher towards parents, and the ethics of the teacher towards the community.
The ministry emphasized that the Code of Ethics is an important input for developing the educational process, as it serves as a reference framework for school staff that establishes the ethics of the teaching profession in light of the ministry's institutional values. It added that adherence to the Code of Ethics fosters loyalty and belonging to the mission of education and ensures a safe environment that empowers school staff to fulfill their role in building generations and envisioning a bright future for education in Qatar.
The Code of Ethics includes teachers' ethics towards students, which include: Ensuring the upbringing of a faithful generation that loves the nation and the Arab and Islamic world, and is proud of Qatari identity and heritage.
Working to be a good role model for students and a moral example to be emulated in their actions and words, and using modern teaching strategies that ensure the enhancement of 21st century skills among students.
In addition, it includes implementing a behaviour assessment policy to create an educational environment based on mutual respect, patience, firmness, emotional balance, and adherence to established principles in dealing with all students. Building positive relationships with all students contributes to building character, developing a culture of dialogue and acceptance of others. Using educational methods in dealing with students, avoiding the use of physical and psychological punishment and verbal abuse. It also takes into account individual differences among students, including special education students, in terms of needs, interests, abilities, environmental and social conditions. There is also commitment to providing academic and moral support to students, encouraging them to express their opinions and assume their responsibilities in a safe and stimulating educational environment. Accepting students regardless of their social, economic, or religious backgrounds, and not discriminating between them on the basis of tribe, sect, or creed. It also includes maintaining the confidentiality of students’ private information and using it in a way that serves the educational process as well as dealing with students in an educational manner, by not accepting personal gifts, and avoiding providing private lessons.
