The Gulf Co-operation Council (GCC) countries Friday highlighted the critical importance of technical co-operation and capacity building in the promotion and protection of human rights.
This came in a speech delivered by Ambassador Nasser al-Hayyen, Permanent Representative of the State of Kuwait to the UN and other international organisations in Geneva, in his capacity as Chairman of the Council of Ambassadors of the Gulf Co-operation Council, during an annual panel discussion on technical co-operation and capacity building in the field of human rights, held as part of the 59th session of the UN Human Rights Council in Geneva.
Ambassador Nasser al-Hayyen stressed the need for this to be done at the request and with the consent of the concerned state, as this is the most effective way to support national capacities and enhance the implementation of international obligations in line with each country’s national priorities, needs, and contexts.
He expressed the GCC countries’ deep concern over the ongoing financial challenges facing the Office of the UN High Commissioner for Human Rights (OHCHR).
The Chairman of the Council of Ambassadors of the Gulf Co-operation Council countries warned that these challenges could undermine their ability to meet the growing demand from countries and organisations for technical support.
He reiterated the GCC countries’ support for the efforts of the commission and their appreciation for its role in assisting countries in strengthening their national capacities in the field of human rights.
He also reiterated the call on GCC countries to strengthen regional and international co-operation, particularly through building effective partnerships that leverage the expertise of available international mechanisms as needed and circumstances permit.
