HE the Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani chaired the Cabinet's regular meeting held at its seat at the Amiri Diwan on Wednesday morning.
After the meeting, HE the Minister of State for Cabinet Affairs issued the following statement:
At the outset of the meeting, the Cabinet praised the speech of His Highness the Amir Sheikh Tamim bin Hamad Al-Thani on Tuesday during the inauguration of the third ordinary session of the first legislative term, corresponding to the Shura Council's 52nd annual session, where at the beginning of it, His Highness the Amir sincerely and strongly expressed the feelings of the Arab peoples and all peace-loving peoples of the world when His Highness called for an end to the unprecedented Israeli bombing that our Palestinian brethren are subjected to, based on the State of Qatar's rejection to attack civilians from any party or whatever nationality. During the speech, His Highness the Amir stressed that it should not be allowed to use cutting off water and preventing medicine and food as weapons against an entire nation. His Highness also called for an earnest regional and international stance towards this dangerous escalation that threatens the security of the region and the world. His Highness also called for an end to this war that has transcended all limits, spare the civilians the consequences of military confrontations, and prevent the circle of conflict from spilling over.
The Cabinet valued the significant contents contained in His Highness the Amir's speech, through which His Highness clarified the policies and requirements of the next stage at the internal level and its foundations and methods of work, while at the external level, His Highness renewed the clear and firm stances of the State of Qatar toward regional and international issues.
The Cabinet stressed the great interest expressed in His Highness the Amir's speech during the coming period in developing the business environment, attracting investment, and benefiting from the available infrastructure, as well as emphasized that economic growth depends greatly on the extent of investment in human capital, especially those working in government institutions to enable it to deal and interact with the global economy based on knowledge and competitiveness, and to call on it to change some negative bureaucratic moods and approaches towards openness to investments and encourage emerging companies and to create a welcoming and encouraging institutional environment for success. His Highness the Amir's speech also pointed out the necessity of filling gaps, removing obstacles, and creating an integrated central database that meets the national needs efficiently and with a high degree of reliability.
The Cabinet stressed the lofty meanings and noble values that His Highness the Amir called for adherence to and the importance of the interaction between morals in private and public life, paying attention to the family, raising children, and sincerity at work.
HE the Prime Minister directed Their Excellencies the Ministers that the speech of His Highness the Amir before the Shura Council on Tuesday, and the directives it contained, should be a platform of action for the government during the next stage and that plans and programs be developed to implement them with precision.

The Cabinet then considered the topics on its agenda as follows:
First, the Cabinet approved a draft decision of the Minister of Interior amending some provisions of the executive regulations of Law No. 21 of 2015 organising the entry and exit of expatriates and their residence issued by Decision No. 25 of 2019.
Second, the Cabinet approved non-Qatari investor to own up to 100 percent of the capital of Qatar National Cement Company, a Qatari public shareholding company listed on the Qatar Stock Exchange, in accordance with the provisions of Article 7 of Law No. 1 of 2019 regulating non-Qatari capital investment in economic activity.
Third, the Cabinet took the necessary measures to ratify a memorandum of understanding for cooperation between the Public Prosecution Office of the State of Qatar and the Prosecutor General's Office of Turkmenistan.

Fourth, the Cabinet approved the following:
1- A draft memorandum of understanding in cybersecurity between the National Cyber Security Agency in the State of Qatar and the National Cybersecurity Authority in the Kingdom of Saudi Arabia.
2- A draft memorandum of understanding for cooperation in the field of sports between the government of the State of Qatar and the government of the Republic of the Philippines.

Fifth, the Cabinet reviewed the following two topics and took appropriate decisions thereon:
1- Report of the Ministry of Labor on the results of its participation in the 111th session of the International Labor Conference (Geneva - June 2023).
2- Report of the Administrative Control and Transparency Authority on the measures taken in implementation of the provisions of Law No. 9 of 2022 regulating the right to obtain information.
