The Qatar General Electricity & Water Corporation (Kahramaa), through its Tarsheed initiative (National Programme for Conservation and Energy Efficiency), has explained the working mechanism to instal and operate electric vehicle charging stations.
The working mechanism, according to an official statement, is divided into two sections.
The first section includes 'private' government buildings and State-owned public places, and they require the following: an official request needs to be issued from the requesting party, including the area number/PIN number and the required load (and a package substation site if/when technically required).
The requesting party will appoint a person to co-ordinate at the site. This is to be approved by the Kahramaa president or the Conservation and Energy Efficiency Department. Also, it needs the approval of the municipality concerned.
The Installations Section, led by the Customer Service Department, will be directed to submit a connection request on behalf of the owner’s contractor in the Kahramaa Service Package (KMSP) system, in the name of a government entity. A visit needs to be conducted to the site to confirm the location and type of connection by the Installations Section. Also, it needs the inclusion of the government process fees and approval of the municipality concerned.
The Electricity Distribution Department will receive the request once the approval of the Electricity Planning Department has been granted as per the system's proceedings. The Electricity Distribution Department is to carry out the entire project, including the installation of the meter on the site in an appropriate manner, in co-ordination with the owner in order to authorise Kahramaa to take the necessary action, bearing in mind any future operational works and what might come along in terms of technical malfunctions, if any.
Section 2 includes delivery to private locations such as malls and hotels. This action is performed by following the new delivery mechanism in the current Kahramaa Service Package system through an approved contractor appointed by the owner. Yet, if the Kahramaa president gives instructions to pass special cases of this kind through Kahramaa, then the same mechanism mentioned in Section 1 needs to be adopted.
This mechanism will be applied when a government agency requests for submission through this mechanism and appoints, accordingly, an approved contractor, provided that the link of procedures, through which the application was submitted on the Kahramaa website and the Ministry of Transport has declared.
