The weekly Cabinet meeting, chaired by HE the Prime Minister Sheikh Abdullah bin Nasser bin Khalifa al-Thani, yesterday ordered that necessary measures be taken to issue a draft law amending some provisions of Decree Law No 25 of 2005 regarding the Commercial Registry.
The Cabinet’s move came after it reviewed the recommendation of the Advisory Council on the draft law.
The Ministry of Economy and Commerce had prepared the draft law within the context of facilitating requirements for investors and the business community.
In accordance with the amendment, the period of registration in the Commercial Registry shall be determined by a decision of the Cabinet, according to the nature or type of activity subject to the registration.
This period may be renewed.
At the request of the party concerned, the competent department shall renew the registration accordingly.
The Cabinet also approved a draft law amending some provisions of Law No 15 of 2002 regarding civil aviation and referred it to the Advisory Council.
This amendment comes within the framework of modernising the law in accordance with the requirements of the International Civil Aviation Organisation (ICAO) and the provisions of the Convention on International Civil Aviation.
It also approved a draft Amiri decision on the reorganisation of the Civil Aviation Authority.
The Council of Ministers also approved a draft Amiri decision on setting up aircraft accidents and incidents investigation unit.
As per the draft decision, an independent unit called the aircraft accidents and accidents investigation unit shall be established under HE the Minister of Transport and Communications.
It shall have a legal personality and a separate budget annexed to the Ministry of Transport and Communications.
It also approved a draft law amending certain provisions of Decree Law No 14 of 1993 concerning passports.
The Cabinet approved a draft decision of the Council of Ministers to restructure the National Committee for the Alliance of Civilizations.
Under the terms of the draft decision, the committee will be reconstituted under the chairmanship of HE the Deputy Prime Minister and Minister of Foreign Affairs, the representative of Qatar to the Alliance of Civilizations as Vice-Chairman and the membership of a representative of: Ministry of Foreign Affairs; Ministry of Awqaf and Islamic Affairs; Ministry of Education and Higher Education; Ministry of Administrative Development, Labour and Social Affairs; Ministry of Culture and Sports; and Doha International Center for Interfaith Dialogue.
It also approved a draft declaration prepared by the Standing Committee of the Convention of the Law of the Sea on the exclusive economic zone of Qatar.
The Cabinet ordered that necessary actions be taken to ratify:
* A draft memorandum of understanding on the establishment of a joint ministerial trade committee between the governments of  Qatar and Morocco;
* A memorandum of understanding for the preparation, training and qualification of cadres to work in airlines, airports between the Qatar Aeronautical College in Qatar and the Mohammed VI International Civil Aviation Academy in Morocco;
* A draft memorandum of understanding in the field of housing between the governments of Qatar and Morocco;
* A draft supplementary protocol in the field of supervision and control of financial institutions under the memorandum of understanding between Qatar Central Bank and Bank of Morocco.
The Council of Ministers also approved:
* A draft agreement between the governments of Qatar and Tunisia on air services between their territories and beyond;
* A draft agreement on the cancellation of visa requirements for holders of diplomatic and private passports between Qatar and Peru;
* A draft agreement between the governments of Qatar and El Salvador on regulating the employment of workers from El Salvador in Qatar.
The Cabinet reviewed the following two topics and adopted the appropriate resolution:
* A proposal for the establishment of an early warning committee on food;
* A message from the Ministry of Transport and Communications on the first report regarding the results of the work of the coordinating committee between the bodies operating in Hamad International Airport from 10/10/2017 to 31/03/2018.
