HE the Minister of Administrative Development, Labour and Social Affairs, Dr Issa Saad al-Jafali al-Nuaimi has stressed the need for communities to adopt and apply plans and projects that benefit women with special needs.

Speaking at the Third Doha International Blind Conference "Blind women are partners in building and development of society", the minister called on all communities to promote and protect the rights of women with visual disabilities and develop their human, social and economic situation by dealing with them on the basis of their ability to give.

In addition, the minister urged to qualify them in order to be financially independent, which will enable them to integrate into the society.

HE al-Nuaimi said holding this conference, reflects Qatar's belief in the need for equality among all the society's categories and its keenness to enable the visually disabled women in the social life. It also shows that Qatar is keen to provide all the aspects of care and unique service for the disabled, he said.

The minister said the conference provides a platform to discuss, find solutions and face challenges in order to achieve the desired goals of enabling women who are visually disabled and highlight their role in the social life. Al-Nuaimi added that visual disability is not a weakness. It is a source of strength and perseverance.

The minister highlighted the efforts exerted by Qatar on a legislative and institutional level to promote the participation of women with visual disabilities, enable and integrate them in the public life. Al-Nuaimi also highlighted the efforts to promote building their national capacities through establishing a supportive development approach that is based on rights. The State has also shown great interest in developing their rights, ensuring their participation and full integration in the community, al-Nuaimi added.

The minister said the Qatari constitution includes a number of provisions related to families, motherhood and childhood adding that, promoting and activating the rights of people with visual disabilities and protecting them is of top priority for Qatar. Al-Nuaimi said many governmental and non-governmental institutions related to protecting their human rights have been established.

The minister added that Qatar commits to provisions of international conventions, in their comprehensive and indivisible sense, especially the Convention on the Rights of Persons with Disabilities (CRPD) which Qatar ratified and made it part of its law.

The minister highlighted Qatar's keenness to raise social awareness on visual disability, to facilitate and provide needed support for the visually disabled to enable them to practice their lives, recognise their rights as citizens and make their own life decisions with full will and as they wish like others.

Al-Nuaimi said this conference attended by researchers, will provide rich ideas and visions that will result in recommendations to find solutions to challenges facing women with visual disabilities and will contribute to making it a national priority and policy.
