The weekly Cabinet meeting, presided over by HE the Prime Minister Sheikh Abdullah bin Nasser bin Khalifa, praised the speech of His Highness the Emir Sheikh Tamim bin Hamad al-Thani at the opening of the 46th ordinary session of the Advisory Council on Tuesday.
Giving details of Wednesday’s meeting, HE the Minister of Justice and Acting Minister of State for Cabinet Affairs Hassan Lahdan Saqr al-Mohannadi said the cabinet praised the Emir’s speech as it has a clear vision it for development in all fields and lays solid plans for continuing the economic and developmental renaissance. The Emir's speech also spelt out Qatar's clear positions on regional and international issues. 
The cabinet stressed that the speech of the Emir will be the cornerstone of the coming year's work aimed at more achievements and self-reliance. 
The cabinet stressed that the government, as mentioned in the speech of His Highness the Emir, is committed to preparing the required legislative tools for the Advisory Council elections which guarantee fairness. 
HE the Prime Minister directed the ministers to carry out the directives of the Emir given in the speech on Tuesday.
The cabinet then reviewed topics on the agenda.
The cabinet approved the formation of a technical consultant committee to handle the mission related to building a free media zone. 
The cabinet approved the draft decree on allocating some land for the Qatar General Electricity and Water Corporation (Kahramaa), to establish a solar power plant. 
A draft decision of the cabinet to amend the regulation of administration units of the Ministry of Education and Higher Education was also approved. 
The cabinet approved the draft decision of the Minister of Transport and Communication on the rules on obtaining an infrastructure safety certificate for railways and certificate of operational safety of railways and licences to practise its services.
The cabinet also approved the draft memorandum of understanding on establishing a joint ministerial trade committee between the governments of the Qatar and Morocco. 
The cabinet reviewed and took the necessary measures on the memorandum of understanding of the Minister of Administrative Development, Labour and Social Affairs on the results of the 87th session of the Arab Labour Organisation (Cairo, October 2017).
