The Cabinet approved a draft decree authorising Qatar Development Bank (QDB) to utilise markets’ land and other services across the country, during a meeting chaired by HE the Prime Minister Sheikh Abdullah bin Nasser bin Khalifa al-Thani at the Emiri Diwan yesterday.
The Cabinet also endorsed a draft decision by the HE the Minister of Administrative Development, Labour and Social Affairs to issue a guide on describing, classifying and arranging public jobs.
After the meeting, HE the Deputy Prime Minister and Minister of State for Cabinet Affairs Ahmed bin Abdullah bin Zaid al-Mahmoud, said the Cabinet endorsed a draft Emiri decision to establish a steering committee for financial sustainability at Qatar General Electricity and Water Corporation (Kahramaa).
The Ministry of Administrative Development, Labour and Social Affairs had prepared the guidelines in line with the provisions of Human Resources Law that was issued as Law No 15 of 2016 and in line with enhancing the building of the capacities of employees and achieving administrative transparency that ensure the rights of employees and specify their duties. The guideline opened the limit of financial degrees for all Qatari employees in line with their qualifications.
It also included provisions that aim to achieve the principle of equality among employees by specifying the regulations and standards pertaining to the promotion of employees, the terms of holding financial degrees and motivating qualified staff to fill supervisory
positions.
In addition, the Cabinet reviewed a letter by HE the Minister of Energy and Industry, who is also the chairman of the Permanent Water Resources Committee, on the committee’s recommendation in light of Public Works Authority’s plans to deal with the issue of shallow and surface groundwater.
